• suggested that the final plat not be signed by City officials until the questions regarding the title is cleared. Mr. Bartlett speaking for Mr. and Mrs . Beutz indicated they were in agreement with this condition. Motion by Councilman Sundland and seconded by Councilman Sauer to ap- prove the final plat for Lot 1 , Block 1, Apache Plaza Second Addition but to direct the Mayor and City Clerk not to sign the document until the problem with the ownership of the parcel is resolved to the satis- faction of the City Attorney. Motion carried unanimously. Mr. and Mrs. Beutz were again reminded that the City intends spreading dropped assessments against this property as approved in Resolution 77-039 . Mr. Fornell announced the City Manager Selection Committee ' s meeting August 24th and there was a discussion of whether the finalists selected by this group should be interviewed individually or a group by the Council . The City Attorney will research the question of how the Open Meeting Law is applicable to such interviews . The Council concurred with Mr. Fornell ' s August 3rd recommendations that the Public Works equipment should only be rented out to private parties for essential services and not for non-emergency jobs and he was directed • to formulate a policy. Motion by Councilman Sauer and seconded by Councilman Haik to declare as uncollectible all checks listed as such during 1976 by the St. Anthony Municipal Liquor Stores . Motion carried unanimously. Motion by Councilman Sundland and seconded by Mayor Miedtke to set the second, third and fourth Mondays in September as the dates for reviewing theol978 City Budget. Motion carried unanimously. Motion by Councilman Sauer and seconded by Councilman Sundland to grant the beer license requested for the St. Charles parish steak fry September 16 , 1977 and to waive the fee for such a license. Motion carried unanimously. The July 1977 report of home care provided residents of St. Anthony by the North Memorial Medical Center was filed. Mr. Fornell will set up a meeting with the District #282 School Board which they have requested to discuss the future of the Parkview/City Hall building for either August 30th or 31st. (5)
