• Traffic flow patterns and provisions for safety for walk-in customers <br /> were illustrated on the model by Mr. Johnson who assured the Mayor <br /> no cut through the median on Stinson was anticipated. <br /> The landscaping and screening proposed for the project were considered <br /> and Councilman Stauffer said she felt the stated approval of the <br /> project by the owners of the mobile home park to the north was a <br /> definite plus for approval. <br /> Councilman Haik thought the condition set by the Planning Board which <br /> prohibited any reduction of the proposed landscaping/green area to <br /> accomodate more parking space should also be stipulated as a condition <br /> of approval. Other Council members felt this could be taken care of <br /> when the final landscaping plans are approved. Mayor Miedtke also <br /> pointed out the fact that the City now has the power to prohibit <br /> parking on either Stinson or Kenzie Terrace. <br /> Motion by Councilman Stauffer and seconded by Councilman Sundland to <br /> grant a Conditional Use Permit to the State Bank of St. Anthony Village <br /> which will allow them to include an eight lane remote teller drive-in <br /> facility when they build the banking facility they propose on Plat <br /> 63507, Parcel 7010 (approximately at 2401 Lowry Avenue N.E. ) . <br /> Motion carried unanimously. <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to <br /> • grant a Variance to the City Zoning Ordinance requirements for off <br /> street parking for General Commercial usage which will allow the State <br /> Bank of St. Anthony Village to provide only 56 on site parking spaces <br /> for their proposed new bank building on the condition that additional <br /> parking accomodations for walk-in customers and staff are provided <br /> by the bank whenever a need is evidenced. <br /> Motion carried unanimously. <br /> Mr. Johnson then said he and Mr. Farber would like to continue their <br /> efforts to work with the City to erase the "cancerous image of the <br /> St. Anthony Shopping Center" . Mayor Miedtke said should it prove to <br /> be true that the "out of country" ownership of a major portion of the <br /> shopping center has no motivation to make the necessary improvements <br /> on their property then "perhaps an HRA is the way to go" but he would <br /> prefer that the same goals be reached through the cooperative efforts <br /> of the City and the owners.
