• Page 2, Paragraph 1: Substitute "original appropriations <br /> therein" for "increased appropriations" . <br /> Page 2 , Paragraph 2 : Substitute RESOLUTION "77-049" for <br /> "77-047" . <br /> RESOLUTION 77-049 <br /> A RESOLUTION APPROVING THE 1977 TAX LEVY, <br /> COLLECTIBLE IN 1978 <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to <br /> approve the minutes for the 1978 Budget Hearing meetings as corrected. <br /> Motion carried unanimously. <br /> The Council then considered as an Agenda Addendum the request for a <br /> new banking facility for the State Bank of St. Anthony Village which <br /> had been tabled September 27, 1977. <br /> Recommendations of the Planning Board regarding the proposal as con- <br /> tained in the Board' s minutes of September 20th were considered by <br /> the Council . <br /> Site plans and a model of the proposed banking facility which is to be <br /> built at the corner of Kenzie Terrace and Stinson Boulevard N.E. , <br /> were presented by Wil Johnson, Project Architect, with supporting <br /> • comments from the bank' s senior Vice President, Jim Philpott, and <br /> President, Don Farber. <br /> Mr. Johnson read his memorandum of September 16th and reiterated the <br /> justifications he saw for the City granting the requested Conditional <br /> Use Permit for an eight lane remote teller drive-in facility as well <br /> as a Variance to the number of parking space requirements set for <br /> "general commercial usage" in the City Zoning Ordinance. He did not <br /> believe a strict application of the parking space requirements should <br /> be made in this case since 90% of the banking customers will use the <br /> drive-in facility and only about 15, 000 square feet, or approximately <br /> half the floor space of the three level building, will "support <br /> actual people" . <br /> The former Planning Board member answered Councilman Sundland's con- <br /> cerns about parking accomodations for staff by telling him the bank <br /> will continue its practice of encouraging its employees , a good <br /> number of whom walk to work, not to use the parking spaces which <br /> might be needed for customers. He said there will be fewer employees <br /> at the new facility since a number will remain to staff the existing <br /> facility in the shopping center and if, as anticipated, there is an- <br /> other detached facility in the Apache area, this will provide a <br /> further reduction. Even if the bank should realize its projected <br /> growth in ten years , it will always be an economic necessity for the <br /> owners to provide ample automobile accomodations for its customers <br /> . and the Council can be assured that they will either rent or buy more <br /> land as soon as a need becomes evident. <br /> (2) <br />
