. CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> November 8 , 1977 <br /> The meeting was called to order by Mayor Miedtke at 8 :00 P.M. <br /> Present for roll call: Sundland, Haik, Miedtke, Stauffer and Sauer. <br /> Also present: Jim Fornell, City Manager <br /> Larry Vickrey, City Attorney <br /> The following corrections were made to the minutes of the October 25 , <br /> 1977 Council meeting: <br /> Page 4, Paragraph 5 and 9 : Bernie "Webber" rather "Haugen" . <br /> Page 7, Paragraph 3 : Substitute "south entrance to <br /> Parkview and east entrance" for <br /> "north entrance" . . . to the gym- <br /> nasium. Also add "It was noted <br /> that the construction of the <br /> ramps had already started" . <br /> Motion by Councilman Stauffer and seconded by Councilman Sauer to <br /> approve the minutes of the October 25th meeting as corrected. <br /> Motion carried unanimously. <br /> Ken Hiebel and Dick Klick were present to discuss the Planning Board' s <br /> recommendation that the BRW, Inc. , make the Commercial Area Study <br /> (Kenzie Terrace area) as detailed in the minutes of the special meeting <br /> held by that body on November 1st and in the Board Chairman' s <br /> memorandum of November 2nd. It was also the consensus of the Board <br /> that the same firm be retained to make the necessary comprehensive <br /> planning required by the Metropolitan Land Planning Act. <br /> Chairman Hiebel told Councilman Haik that the study of the southern <br /> commercial quadrant of the City would be aimed at both commercial re- <br /> development and land use in general but Step #1 would primarily entail <br /> organizing the business community and increasing its awareness of the <br /> problems in that area. A consumer survey will comprise the first step <br /> in this effort. He assured Mayor Miedtke that the planner felt the <br /> cooperation of the business community was essential to any redevelopment <br /> effort and the study would probably not progress beyond Step #1 if such <br /> cooperation was not evident. A clear indication of the success of <br /> BRW' s efforts , Mr. Hiebel felt, would be a gathering of businessmen <br /> at a Council meeting to ask that the study proceed. <br /> Councilman Stauffer wanted a clear indication from the planner whether <br /> apathy from the business community or the community as a whole was <br /> the reason for not going on to Step #2 and if such was the case she <br />
