wanted the planner's assumptions as to the cause for such apathy. <br /> Mr. Fornell said the planner would report back, although the report <br /> might not be detailed. <br /> Under Step #1, only $1, 570 of the $3 , 500 grant money allocated to the <br /> project will be expended but, if the planner proceeds to Step #2 , it <br /> is estimated the cost of the study could run between $7, 500 and <br /> $10 , 000 , with the business community subsidizing a portion. <br /> Councilman Sauer moved that the City enter into a contract with BRW, <br /> Inc. , to proceed with the whole study at a cost of $10 ,000 but his <br /> motion died for lack of a second. <br /> Motion by Councilman Haik and seconded by Councilman Sauer to authorize <br /> BRW, Inc. , to proceed with Step #1 of the Commercial Area Study as <br /> proposed at a cost of $1, 570 .00 . <br /> Motion carried unanimously. <br /> The Manager than said he felt it was only logical for the same firm to <br /> prepare the comprehensive plan which will fulfill the requirements of <br /> the Metropolitan Land Planning Act and, if the Council concurred, <br /> immediate application could be made for additional funds to complete <br /> the study. <br /> • Mayor Miedtke said he felt the $3 , 700 grant money allocated for such <br /> planning should be used to develop the City' s Zoning Map which "could <br /> be the City's Comprehensive Plan" and he "hesitated to go beyond this <br /> to fulfill the Metro Council ' s requirements" . <br /> Councilman Stauffer feared some of the requirements for the comprehen- <br /> sive planning would not be fulfilled by the Zoning Map alone and said <br /> the Legislature had specified that only 75% of the cost of the study <br /> could be paid from the grant funds . Additional funds have been set <br /> aside by the Legislature, she said, but the Metropolitan Council has <br /> not yet indicated how they will be allocated. <br /> However, Councilman Haik was concerned that "St. Anthony might not <br /> show up well when priorities are set for such funding" . <br /> Mr. Fornell asked that the Council set some parameters as to how much <br /> can be expended for the study. <br /> Motion by Mayor Miedtke and seconded by Councilman Sundland to authorize <br /> the expenditure of no more than $5 ,000 over the planning grant for the <br /> comprehensive planning required by the Metropolitan Land Planning Act <br /> and to designate BRW, Inc. , to provide that study. <br /> Motion carried unanimously. <br /> • The Council then considered a matter which had been tabled at the last <br /> meeting of whether to approve the sale by Hennepin County of the under- <br /> sized lot on the corner of Roosevelt Street and 37th Avenue N.E. <br /> (2) <br />
