Motion carried. • The Manager reported a traffic count of approximately 11, 000 vehicles a day had been established for the area of Stinson Boulevard and 37th Place N.E. Because of the possibility that the elderly housing high- rise being built at 39th and complaints from those who have difficulty crossing Stinson at 37th Place have come from Apache management, the Council felt traffic control in that area should not be planned in a piecemeal manner but rather worked out with Columbia Heights and Apache with a system of walking patterns agreed upon first. Motion by Councilman Haik and seconded by Councilman Stauffer to re- quest that the City Manager renegotiate with Columbia Heights for long range planning of the traffic controls to be implemented in the area north of 37th Avenue on Stinson Boulevard. Motion carried unanimously. The North Memorial Medical Service report on nursing service to City residents was filed. The Council agreed with Mr. Fornell 's November 4th assessments of insurance carriers to provide the City with liquor liability insurance. Motion by Councilman Sundland and seconded by Councilman Sauer to accept the insurance package offered by North Star Brokers subject to confir- mation of quoted premiums and coverage. Motion carried unanimously. Councilman Sundland said a salary agreement with the City Manager will probably be presented for Council consideration November 22nd. A list of long range priorities has been developed by the Community Services Advisory Council) Councilman Sauer reported. Mr. Fornell discussed the proposed equipment purchase for 1978 from the Superintendent of Public Works , saying the specific mechanics for funding these acquisitions need not be a matter of concern to them at this time. Motion by Councilman Stauffer and seconded by. ,Cbuncilman Sundland to authorize the expenditure of $42, 200 for the purchase of the equipment required by the Public Works Department. Motion carried unanimously. As he had stated in his November 8, 1977 memorandum regarding a possible grant application for bikeway system improvements, Mr. Fornell again contended the City could not afford the costs of the yearly striping. • Councilman Stauffer felt the City should do something concrete to pro- vide greater safety for residents who either walk or bike to either of the shopping centers.
