The Council was in agreement that every <br /> • effort had been made to involve the Community in the planning for the <br /> use of these funds and no action should be taken to stop the expendi- <br /> ture of the funds for the designated projects but every effort should <br /> be made to notify all apartment residents about the hearings on the <br /> disposition of future grant funds. <br /> Councilman Stauffer requested a follow-up on possible Ramsey County <br /> plans for a sidewalk over the railroad crossing near 37th Avenue and <br /> Silver Lake Road which she said might make the facilities at Emerald <br /> Park more accessible to the apartment dwellers. <br /> Councilman Haik said she felt the plans to improve the area around the <br /> holding pond should proceed as well. <br /> It was also noted that the Director of Community Services is studying <br /> the possibilities of more recreation area being developed in the <br /> northern section of the City. <br /> Motion by Councilman Sundland and seconded by Councilman Haik to adopt <br /> the findings that public hearings on designation of Community Develop- <br /> ment Block Grant Funds were held in accordance to the law and therefore <br /> no action is required to prevent the plans for use of those funds as <br /> they had been adopted, especially bearing in mind, that at the time such <br /> plans were originally formulated the City did not have permission to <br /> use any of the funds in Ramsey County. <br /> • Motion carried unanimously. <br /> Motion by Councilman Stauffer and seconded by Councilman Sauer to accept <br /> the proposal of Henry Hellerman that he move the sign in front of his <br /> barbershop 15 feet back from Kenzie Terrace because it will improve <br /> traffic visibility in that area. <br /> Motion carried unanimously. <br /> Although he felt the larger municipalities were not paying their fair <br /> share of the cost of financing an engineering study to implement the <br /> Hennepin Emergency Communications Organization' s 911 telephone service, <br /> Mayor Miedtke said he saw the service as essential to provide better <br /> protection to the public. <br /> Councilman Stauffer agreed though she wanted an inquiry made as to how <br /> the formula for participation was established. <br /> Motion by Councilman Haik and seconded by Councilman Stauffer to author- <br /> ize the expenditure of $800.00 as the City's share of the costs of the <br /> study relating to HECO 911 telephone service. <br /> Voting on the Motion: <br /> Aye: Stauffer, Haik, Sauer and Miedtke <br /> • Abstention: Sundland <br /> (4) <br />
