• CITY OF ST. ANTHONY
COUNCIL MINUTES
November 22, 1977
The meeting was called to order by Mayor Miedtke at 7: 30 P.M.
Present for roll call: Sundland, Haik, Miedtke, Stauffer and Sauer.
Also present: Jim Fornell, City Manager
Motion by Councilman Sundland and seconded by Councilman Stauffer to
approve the minutes for the November 8 , 1977 Council meeting as written.
Motion carried unanimously.
The minutes for the Canvass Board which was held immediately following
the regular meeting on the 8th were corrected to indicate there were
" (Two to be elected) " .
Motion by Councilman Sauer and seconded by Councilman Sundland to approve
the minutes for the November 8, 1977 Canvass Board as corrected.
Motion carried unanimously.
• Mr. Fornell discussed the resolution which authorizes City participation
in the Suburban Health Nursing Services which is being formed as a re-
sponse to the Community Public Health Act of 1976 through which the
State Legislature shifted the responsibility for providing health
services to community health boards. Although he said the City Attorney
had indicated some concern that the regulations governing the expenditure
of fund might be too liberal, Mr. Fornell felt there were reasonable
adequate financial safeguards provided in the plan. He said he agreed
with the New Hope City Manager that the best avenue for the City to re-
tain its present nursing service, North Memorial Medical Center, would
be to join the new organization and lobby with other municipalities to
have that center certified as a vendor under the organization.
Although Councilman Stauffer feared the City' s options might be limited
and Councilman Haik was concerned that the costs might be increased, the
Council felt this might be the only opportunity they had to retain the
North Memorial services to City residents which had been provided in a
satisfactory manner with little or, no cost to the City as compared to
costs levied on a per capita basis for nursing services provided by the
City's previous vendor, Suburban Public Health Nursing Service.
Motion by Councilman Sauer and seconded by Councilman Sundland to adopt
Resolution 77-056 designating the City Manager, Jim Fornell, to serve
as the City's Director.
