• Motion carried unanimously. <br /> The Council was reminded that the bid tabulations for the new Public <br /> Works building had come in 30% higher than originally anticipated. <br /> Motion by Councilman Sundland and seconded by Councilman Sauer to reject <br /> both bids for the new Public Works building addition and direct the <br /> City Manager to take bids again early next year. <br /> Motion carried unanimously. <br /> Consideration was given to the November 18th proposal from Colonel T. <br /> Herbert Martin and recommendations of the same date from the City Manager <br /> regarding the establishment of a congregate dining room to serve the <br /> elderly of the St. Anthony area. Mr. Fornell and�_,Tom McMullen, Director <br /> of Community Services, discussed the project with the Manager saying <br /> he felt having such a service in the proximity of the Senior Citizens <br /> Center would increase the Center ' s viability. With the possible addition <br /> of a new CFTA position for the Public Works Department, he did not an- <br /> ticipate great labor costs to the City associated with the necessary <br /> modifications to the building in conjunction with the project. <br /> In addition to the efforts of the Site Coordinator for the project to <br /> make those eligible aware of the dining room in their area, Mr. McMullen <br /> said concerted efforts will be made to inform the community through the <br /> • media and the newsletter from School District #282 which is to be dis- <br /> tributed to all City residents at the end of December. <br /> Plans to make the building barrier free for the handicapped were consi- <br /> dered as well as ways in which transportation might be provided for the <br /> homebound who might benefit from the nutritious meals and socializing <br /> provided by the service. It was felt there would probably be a rapid <br /> response from senior -.citizens groups and area churches to provision of <br /> transportation. <br /> Councilman Sundland and Stauffer related the benefits their own parents , <br /> although mobile, had gotten from the socializing aspects of similar pro- <br /> grams they had participated in elsewhere. <br /> Motion by Councilman Stauffer and seconded by Councilman Sundland to <br /> authorize the signing of the Memorandum of Understanding establishing a <br /> congregate dining area for the elderly in the City Center. <br /> Motion carried unanimously. <br /> Gordon Hedlund's protest of November 16, 1977 for being charged for <br /> attorneys fees of $442 for the Penrod Addition Plat was discussed. <br /> Councilman Sauer said he thought Mr. Hedlund might be confusing the fees <br /> for a PUD with the costs of platting the property in question for a PUD <br /> but wanted to know whether Mr. Hedlund had been charged for any other <br /> platting expenses. <br /> • <br /> (4) <br />
