City staff reported <br /> that a contracting business is still being conducted on the premises <br /> and as such does remain in conformance. It was agreed that the <br /> matter be dropped. Mr. Bowerman then related the concept review <br /> by the Board of the Hardee 's Restaurant proposed to be located <br /> between the American Legion Club and the Auto Shop on Kenzie Terrace. <br /> Mr. Bowerman stated that the Board was reluctant to encourage the <br /> plan since it might not fit into the comprehensive plan which is <br /> being developed; the proponents Messrs . David Guckenberg and Paul <br /> Gray doubted that, in this light, the company would pursue the <br /> matter further. <br /> Next on the Board' s agenda was a proposed revision of the seating <br /> capacity of restaurants in the Zoning Ordinance , proposed by the <br /> Administrative Assistant. While the Board agreed that a revision <br /> was needed to close a loophole on seating for sit-down restaurants, <br /> it was further agreed that the question and further specifics be <br /> researched through restaurant associations . <br /> Draft copies of the City' s Comprehensive Plan were distributed and <br /> the first work session of the Planning Board on the Plan was tenta- <br /> tively scheduled for July 31. Mr. Berg's assessment of the Minneapolis <br /> Comprehensive Plan will again be placed on the Board's next agenda. <br /> This concluded Mr. Bowerman ' s report and the scheduled public hearing <br /> for Industrial Development Revenue Bonds for Special Parts , Inc . was <br /> convened at 8 :30 p.m. <br /> City Attorney Bill Soth stated that all legal requirements concerning <br /> this proposal and hearing were in order to this point . Mr. Eric <br /> Anderson, from the law firm of Fredrickson, Byron, Colborn, Bisbee, <br /> and Hansec, made the presentation of the proposal on behalf of the <br /> owners of Special Parts , Inc. , Robert and Beverly Stafford. Mr. <br /> Erickson told the Council the firm is a manufacturer of precision <br /> parts for computers and airplanes. In regard to parking provisions <br /> at the proposed site h e stated it would be below code requirements, <br /> but that he anticipates no problems since there still will be more <br /> than one space per employee. The labor force is planned to be 48 <br /> people. The meeting was opened to questions from the audience. <br /> Mr. Brad Bjorklund, 3416 Roosevelt Street N.E. , asked the anticipated <br /> market value of the building and the land. Mr. Erickson responded <br /> that the land cost was $75, 000 and the building cost is anticipated <br /> to be approximately $1, 000,000 . Mr. Bjorklund then inquired what <br /> the possible liability to the City and its taxpayers might be. <br /> Mr. Soth stated that there will be no liability to the City and that <br /> no one can look to the City in case of default by the owners . The <br /> security is to be based strictly on that given by the developer. <br /> In response to the question on a call feature by Charlotte Olson, <br /> 3412 Skycroft Drive, Mr. Soth voiced the opinion that absence of <br /> such a feature should be of no concern to the City.
