-3- <br /> Mayor Haik and Mr. Fornell reported on the meeting between themselves <br /> and the City Health Officer, Dr. William Carr, regarding the St. <br /> Anthony Health Services. It was Mr. Fornell ' s recommendation that <br /> the present advisory committee be dropped and a five-person Board of <br /> Health be created. <br /> Motion by Mayor Haik and seconded by Councilman Letourneau to direct <br /> that the City Manager prepare a proposed Health Board ordinance, to <br /> report back to the City Council on priorities . <br /> Motion carried unanimously. <br /> The Mayor reported on a neighborhood meeting she and Councilman <br /> Ranallo and Councilman Letourneau attended with the residents of <br /> Skycroft Drive, who voiced their concerns with traffic, traffic noise <br /> and parking along the residential street. The Mayor reported four <br /> areas of discussion and possible action, which she now presented for <br /> discussion to the Council. One, the residents desired that the City <br /> look at the impact of securing residential neighborhoods from outside <br /> traffic perhaps to the point of barricading streets. Two, to explore <br /> the possibility o-c volunteers working door-to-door with the police <br /> Community Service Officer for the means of soliciting ideas or pos- <br /> sible ways of reporting to the police the aforementioned problems . <br /> Three , that the City investigate the possibility of additional street <br /> lighting along Skycroft Drive. Four, that the City research and <br /> report back to the neighborhood group, the traffic counts for <br /> • Skycroft and, in comparison, other City streets . During the Council <br /> discussions on these matters it was the Council ' s general consensus <br /> that the barricading of streets would be an extreme measure and that <br /> other alternatives should be explored. <br /> Councilman Sundland reminded the Council that a lighting plan for <br /> St. Anthony had been done several years ago and that this plan should <br /> be studied for its relationship to additional lighting on Skycroft. <br /> Mr. Fornell stated that permission from N .S.P. for additional lighting <br /> is easily accomplished, but that the City will be required to pay <br /> the cost out of its General Fund. Councilman Letourneau asked that <br /> the possibility of striping the roadway be investigated. <br /> Motion by Mayor Haik and seconded by Councilman Ranallo to direct the <br /> City Manager to discuss with the comprehensive planner or engineer <br /> on what actions can be taken to secure our residential areas from <br /> outside traffic. <br /> Motion carried unanimously. <br /> Due to the approaching time of the scheduled public hearing, it was <br /> agreed to continue the discussion of this matter later in the evening. <br /> Mr. William Bowerman, representative of the Planning Board, arrived <br /> and proceeded to report on the Board' s actions of July 17, 1979 . <br /> Mr. Bowerman reported that on the request of the Board, City staff <br />
