-3- Motion by Councilman Letourneau and seconded by Councilman Sundland to adopt the resolution which continues the services of the Hennepin County Assessor. RESOLUTION 79-060 A RESOLUTION AUTHORIZING THE MAYOR AND MANAGER TO SIGN FIRST AMENDMENT TO AGREEMENT NO. 80228 Motion carried unanimously. Since it appears there will not be a quorum of the Council present September 5, the contracts for the Apache Liquor Lounge remodeling will be awarded at the regular Council meeting September 11 . Budget meetings are scheduled for 7 p.m. , September 13 and 19 . Arnold Ness, I.S.D. #282 Superintendent, discussed the school district' s request for a parking ban on Skycroft Drive and Rankin Road immediately north and south of 33rd Avenue N.E. , telling the Council that because there will be almost double the number of administration staff and volunteers with the creation of a middle school in the high school building, it will be necessary to curtail student parking in the school 's lots . Permits for parking will be issued with work-study students receiving first priority , seniors second priority and, finally, temporary permits issued for students with excused absences . Mr. Fornell will communicate with the residents on the streets ad- jacent to the school to ascertain whether they prefer a no parking or limited parking daytime, weekday ban on their streets. Mr. Ness said he was also present as the Chairman of the Kiwanis annual Peanut Drive to seek the Council 's permission for the solici- tation in the City September 28 , 1979 . Motion by Councilman ,Sundland and seconded by Councilman Letourneau to allow the Kiwanis to solicit contributions in the City September 28, 1979 . Motion carried unanimously. A number of persons who had signed the petition for street lighting near the townhouses on Foss Road were present for a discussion on the need for lighting in that area. Speaking for, the 24 persons who had signed the petition for two street lights were Mrs . William H. Abrahamson and Dora Koehler, residents of the Townhomes of St. Anthony. Mayor Haik told them the City is currently studying all City street lighting with Northern States Power Company and expects to propose a comprehensive plan in September. She told them only one other group was ahead of them in priority for lighting and they agreed it was acceptable to defer the action for completion of the study. The Mayor then discussed the requests she received from the City garden clubs asking for a larger sign to identify the planted area at the City 's entrance near the intersection of Highway 8 and St. Anthony Boulevard. Concern was expressed about the size of the sign.
