-3- <br /> Motion by Councilman Sundland and seconded by Councilman Ranallo <br /> to approve the bids and quotes as presented for the Apache Plaza <br /> lounge remodeling. <br /> Motion carried unanimously . <br /> The healthy income picture for the City liquor operation through _ <br /> June 30 was noted. <br /> At 8 p.m. the General Revenue Sharing Use hearing was opened by the <br /> Mayor Pro Tem. The Manager reported the City' s 1980 Revenue Sharing <br /> funds can be anticipated to be $43, 000 . Much of these funds have <br /> been used the past few years to pay operating expenses and he re- <br /> iterated his concern that these funds may be cut off if funding <br /> criteria is based primarily on a municipality' s low or moderate <br /> income, residents without consideration for the levy limitation of <br /> such a municipality. Councilman Sundland insisted such inequities <br /> must be constantly brought to the attention of the City' s legislators . <br /> No residents were present to provide input for the use of the funds <br /> and the meeting was closed at 8 : 02 p.m. <br /> Councilman Ranallo, who serves at the Council' s representative on <br /> the Chemical Abuse Information Committee, reported actions taken <br /> and recommendations made by that body during their meeting September <br /> 10 . He reported the names of the six persons the Committee recom- <br /> mended be appointed to serve on the committee. <br /> Motion by Councilman Sundland and seconded by Councilman Ranallo to <br /> appoint Ruth Hultgren, Richard Carlson, Irene Lund, Gary Palm, Tom <br /> McMullen, and Janice Strom to fill vacancies on the Chemical Abuse <br /> Information Committee with Councilman Ranallo and the Community <br /> Services Director to serve in an ex officio capacity and to request <br /> City Staff to inform these persons of their appointments ., <br /> Motion carried unanimously. <br /> Donna Stauffer should be commended for the fine leadership of the <br /> committee she has provided, Councilman Ranallo said. He then re- <br /> ported the direction he saw the committee going, saying the focus <br /> of the committee ' s interest seemed to be with the students of the <br /> high school where the group is coordinating their efforts with the <br /> newly formed task force Teen Age Health Consultants (TAHC) to which <br /> effort they have contributed $700 . He expressed some concern that <br /> the committee might direct all their efforts towards the school <br /> rather than the community as a whole, but saw the group as becoming <br /> a viable force after many organizational problems. He then reported <br /> the request from the committee for fire or police department presence <br /> at high school functions following an instance of drinking by several <br /> youngsters at the last football game as well as a problem with clear- <br /> ing the field for half time events . The Manager will consult these <br /> department heads to see what can be worked out to provide department <br /> visibility at school events with possibility of using the civil def- <br /> ense volunteers as well to also be explored. <br />
