r 7 <br /> -2- <br /> The Council accepted the recommendations of the City Manager and <br /> • Director of Public Works that the Walbon Construction Company bil- <br /> ling for water main and gate valve work completed on Water Project <br /> 79-002 be paid since the project is over 60 percent completed. <br /> Motion by Councilman Ranallo and seconded by Councilman Letourneau <br /> to approve payment of $20 , 544 . 40 to the Walbon Construction Company <br /> for work completed on Stinson Boulevard N.E. under Water Project <br /> 79-002 . <br /> Motion carried unanimously. <br /> Joan Campbell and Chuck McDew of the Metropolitan Council were pre- <br /> sent to ascertain whether the City has any concerns regarding the <br /> Council 's operation and to discuss the direction that body will be <br /> taking, next year. The main focus will be the comprehensive planning <br /> mandated under the Land Planning Act, Ms. Campbell said, with second <br /> priority given to the allocation of HUD funds for moderate and low <br /> income housing. She discussed the problems which have arisen in the <br /> core city and surrounding suburbs with the conversion of apartments <br /> into condominiums and said such changes give new importance to the <br /> Section 8 funding for renters. The effect of the "energy crisis" <br /> on the metropolitan sewer planning was also considered. <br /> Councilman Sundland thanked the Metro Council representatives for <br /> their visit. <br /> Response to his August 31 letter to residents on the streets near the <br /> high school regarding possible restrictions of parking on those streets <br /> was reported by the Manager. Council members agreed with the consen- <br /> sus of the respondents that no action should be taken until the new <br /> parking restrictions on the high school lots go into effect and re- <br /> sultant problems for adjoining residents occur. <br /> Motion by Councilman Ranallo and seconded by Councilman Sundland to <br /> table action on parking restrictions on Rankin Road and Skycroft <br /> Drive until the need for such action is manifested. <br /> Motion carried unanimously. <br /> The schedule of regional meetings of the membership of the League of <br /> Minnesota Cities and Association of Metropolitan Municipalities with <br /> their legislative representatives was noted . <br /> The estimates for the furnishings and electrical costs estimated for <br /> the Apache Plaza lounge remodeling were revised in Mr. Fornell ' s <br /> September 11 memorandum from $54 ,189' to $56, 592 . 88. Councilman <br /> Ranallo expressed a concern that the remodeling be done in such a <br /> fashion that there will be little or no need for further .remodeling <br /> in the event the decision is made in 1987 to relocate the attached <br /> off-sale liquor facilities . The liquor store manager will be asked <br /> to report back to the Council regarding this question. <br />
