CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> September 25 , 1979 <br /> The meeting was called to order by Mayor Haik at 7 : 30 p.m. <br /> Present for roll call: Letourneau, Ranallo, Haik and Sauer. <br /> Absent: Sundland. <br /> Also present: Jim Fornell, City Manager; William Soth, City Attorney; <br /> Ron Berg, Administrative Assistant; and Carol Johnson, Clerk-Treasurer. <br /> The minutes for the Council meeting held September 11, 1979 were <br /> corrected as follows : <br /> Page 3, para. 6: "Community Services Director" should <br /> be "Community Services Officer" . <br /> Motion by Councilman Sauer and seconded by Councilman Ranallo to <br /> approve as corrected the minutes for the Council meeting held September <br /> 11, 1979 . <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Letourneau to <br /> approve as submitted the minutes for the Council budget work session <br /> held September 13, 1979 . <br /> Motion carried unanimously. <br /> Ray Sopcinski presented recommendations to the Council made by the <br /> Planning Board during their September 18 meeting, as reflected in the <br /> minutes for that meeting. He explained how the minutes for the <br /> Board ' s August 21 meeting were clarified regarding actions taken on <br /> the Hedlund PUD and reported resident reaction to the Hedlund proposal <br /> for an office building to be built as the first building under the <br /> Detail Plan of the Hedlund PUD. <br /> Some of the same people were again present and reiterated their con- <br /> cerns regarding the landscaping and screening of the building from <br /> the residential development along Penrod. These included Ruth and <br /> George Thompson, 3015 39th Avenue N.E. , and Richard Cooper, 3908 <br /> Macalaster Drive. Mrs. Thompson was also concerned with the place- <br /> ment of the building fearing the area of undeveloped land to the <br /> north might provide space for heavier commercial development than <br /> is now allowed in the PUD. She was told the developer has the dis- <br /> cretion of building placement as long as all other stringent require- <br /> ments of the PUD are met and was assured by Mayor Haik "the PUD is <br /> a covenant regarding this property which cannot be changed even <br /> through change of ownership" . She also said she shared their con- <br /> cern regarding the landscaping and screening and wanted the condi- <br /> tions for approval expanded to provide for Council review before <br /> the building is occupied. However, the Mayor said, the area indi- <br /> cated as green areas on the site plans must remain that way if the <br />
