` -3-
the universal sign for a barber shop is a barber pole, such signage
should be easily recognizable . As to the question of whether an
agreement had been previously made with the tenant regarding the
sign, Mr. Soth advised that any agreements made regarding the pro-
perty "rest with the property owner" and it is his right to remove
the sign irregardless of prior agreements with the tenants .
The Public Hearing was closed at 7 : 58 p.m.
In granting a variance for the barber pole (since it is a free-standing
sign) , the Council found that the sign will not be detrimental to
other property in the surrounding neighborhood and the pole will be
an improvement over the other non-conforming signs which will be
removed.
Motion by Councilman Ranallo and seconded by Councilman Sundland to
approve the remodeling plans as presented by Hobie Swan for his
building at 2501 Kenzie Terrace.
Motion carried unanimously.
Motion by Councilman Sauer and seconded by Councilman Sundland to
grant a variance for a free-standing sign to be located as proposed
in the remodeling plans for the building at 2501 Kenzie Terrace on
the condition the existing free-standing sign in front of the building
is removed as proposed by the owner.
• Motion carried unanimously.
Consideration of the proposed signage for the Saliterman shopping
center was resumed with Chuck Lerberg, of the Norquist Sign Company,
telling the Council the $4 , 500 sign his company proposes erecting
in the existing planter along Kenzie Terrace meets all the require-
ments of the City Sign Ordinance and the shopping center owners
feel it is essential to the identification of the center. Mr. Soth
confirmed that though the sign as presented does appear to meet all
requirements , the City Ordinance, however, requires Council approval
of such a sign.
Mr . Marks reiterated the concern he had expressed at the Commission
meeting whether further development of the shopping center area should
be pursued while the comprehensive planning for the area is being
formulated, but conceded the delay on the request might be until the
first of the year. He also reported there had been some question
as to how many shopping centers , per se, there are in that area known
as the St. Anthony Shopping Center, and wondered if there was not a
possibility of as many as four identification signs being erected
along Kenzie Terrace , if one is allowed. Information regarding the
sign' s value had not been presented to the Commission, he said. He
also suggested further information regarding the housing for the
elderly considered for the property across Kenzie Terrace might be
pertinent to the planning for the area as well as the determination
of what the Minnesota Project might offer in the way of aid in de-
ciding the direction that area will go in the future. The Council
did not consider these questions to be relevant to the sign request
