Councilman Sundland said he <br /> would never support a moratorium; and felt a sign of this value <br /> could not have too great an effect on the future development of <br /> the area, especially since any changes will probably not evolve <br /> for years to come , if ever. Councilman Sauer agreed, seeing the <br /> refusal of the sign as an interference with the owners ' economic <br /> prerogatives . Councilman Ranallo felt the burden of determining <br /> whether the sign might not be used later should be left with the <br /> owners. Mr. Lerberg assured him the sign is so designed that it <br /> can be used at any of the owners ' other business locations . <br /> Motion by Councilman Sundland and seconded by Councilman Letourneau <br /> to approve the signage proposed as identification of the Saliterman <br /> property in the St. Anthony Shopping Center. <br /> Motion carried unanimously. <br /> Mr. Marks concluded his presentation with the announcement that <br /> Brad Bjorklund had been chosen by the other Commission members to <br /> serve as Chairman Pro Tem of that body. <br /> Since the new members recommended by the Chemical Abuse Information <br /> Committee had been appointed to membership on the Committee at the <br /> Council ' s September 25 meeting, the minutes for their September 10 <br /> meeting , which had been included in the Agenda, were considered as <br /> only informational. However, Councilman Ranallo, who serves on the <br /> Committee, announced more members are being sought. Councilman <br /> Sundland indicated Bernard Webber was present to discuss the possi- <br /> bility of his again serving if he can be assured the .Committee has <br /> taken a different posture than it did when it was created several <br /> years ago. He said he left the Committee when he differed with <br /> them as to whether the direction they should take should be in the <br /> area of prevention of chemical abuse, especially for the young, as <br /> well as dealing with the effects of existing abuse. Mr. Webber said <br /> Councilman Letourneau had indicated his surprise at hearing the <br /> Committee had voted down the preventive aspects of the abuse problem. <br /> He doubted whether the Committee had actually foreclosed any efforts <br /> towards drug abuse prevention, Councilman Ranallo said, but rather <br /> felt the major problem with the Committee had been their difficulty <br /> in keeping an active membership to .formulate a formal program of <br /> action. He saw their efforts towards the establishment of the Teen <br /> Age Health Consultant program in the high school as directed towards <br /> education of that group regarding chemical abuse and told Mr. Webber <br /> it had been through the request of the Committee that fire department <br /> presence at football games had been initiated, which seems to be dis- <br /> couraging the use of alcohol by minors at these events. Mayor Haik <br /> told Mr. Webber about the information card system formulated by the <br /> Committee designed to identify sources of aid in case of crisis and <br /> said she had recently attended, with Committee members , a two-day <br /> workshop which should provide them with more effective tools for <br /> • achieving the goals set for them by the Council .
