City Council Regular Meeting Minutes <br /> September 25, 2001 <br /> Page 12 <br /> Avenue from Edward Street to Silver Lake Road; and 32"d Avenue from Edward Street to Belden <br /> 2 Drive. He indicated that there were 1900 lineal feet of roadway that would be reconstructed. <br /> 3 Hubmer reviewed the details of the other proposed improvements, which include: sanitary sewer, <br /> 4 watermain, storm sewer, street, permits and approvals, and detour routes. <br /> 5 Hubmer indicated that the above portion of the project would be funded by the Minnesota Department <br /> 6 of Natural Resources. <br /> 7 Hubmer indicated that the funding for the proposed project had four main components: <br /> 8 -sanitary sewer($290,000) <br /> 9 -watermain improvement($280,000) <br /> 0 -storm sewer improvement( $710,000) <br /> I t -street reconstruction ($920,000) <br /> 12 Hubmer indicated that the total project was projected to be approximately $2,200,000. He added that <br /> 13 funding for the project would come from a variety of sources including City Street and Utility <br /> Reconstruction Funds (Public Improvement Bonds), Special Assessments to benefiting properties, and <br /> 5 the Minnesota Department of Natural Resources. <br /> 16 Hubmer stated that the City's assessment policy for street assessment was based on front footage along <br /> 17 improved roads. He indicated that the property owner would be assessed 35% of total street and local <br /> 18 drainage construction costs. He added that each property owner that receives a new water service <br /> 9 would be assessed a flat rate per service hookup to new watermain. <br /> 20 Hubmer indicated that there was one segment that he wanted to bring to the Council's attention. He <br /> 21 stated that Wilson Street gets very narrow along the segment that runs next to the cemetery. He <br /> 22 continued that they are going to meet with the cemetery to discuss the possible widening and realigning <br /> 23 of Wilson Street in that area to make it more consistent with the remainder of city streets. <br /> 24 Councilmember Horst asked what the portion of working with the cemetery consisted of. Hubmer <br /> 25 stated that there were some mass burials back in the early 1900's that he wanted to investigate further. <br /> 26 Mayor Cavanaugh asked who the driving force was for widening the street. Hubmer responded that <br /> 27 City staff has pushed for widening the road. <br /> 28 Mayor Cavanaugh asked if it was best to leave it alone. Councilmember Thuesen stated that he lives in <br /> 49 the area and stated that residents have approached him on the issue. <br />
