City Council Regular Meeting Minutes <br /> September 25, 2001 <br /> Page 13 <br /> Councilmember Hodson stated that they have an obligation to the City to see what they can do. <br /> 2 Councilmember Horst asked how the $400 watermain connection fee in St. Anthony stacks up against <br /> 3 other communities. Hubmer indicated that the City of St. Anthony pays for more of the general street <br /> 4 fees than other cities in the area. <br /> 5 Mornson stated that they were looking at$1,300,000 in improvement bonds. Hubmer stated that the <br /> 6 DNR money for this project was in hand. <br /> 7 Motion by Councilmember Horst to approve Resolution 01-078, re: receive report and order plans and <br /> 8 specifications for 2002 Street Improvement Project. <br /> 9 Motion carried unanimously. <br /> 10 B. Ordinance 2001-002, re: Amend sign ordinance (3rd reading and option). <br /> l l Motion by Councilmember Sparks to approve Ordinance 2001-002, re: Amend sign ordinance. <br /> Motion carried unanimously. <br /> 13 XI. CITY ATTORNEY REPORTS. <br /> 14 A. SRecial Elections. <br /> I5 Jerry Gilligan indicated that the City could hold special elections in a question on which the voters are <br /> 16 authorized by law to pass judgements. He stated that examples of this would be the question of <br /> 17 whether a city shall issue general obligation bonds where the voters must approve the issuance of the <br /> 18 bonds and the question of whether a city shall issue on-sale liquor licenses. <br /> 19 Gilligan indicated that a special election may be ordered by the City Council on its own motion or upon <br /> 20 a petition signed by a number of voters equal to 20%of the votes cast at the last City general election. <br /> 21 Councilmember Thuesen asked what the process would be if the voters were to approve split-liquor <br /> 22 licensing. Gilligan indicated that the City would not have to agree to issue the maximum that was <br /> 23 permitted by state law. <br /> 24 Councilmember Thuesen what type of options the City would have asked if a restaurant wanted to <br /> 25 come in, but the City did not want to see the particular establishment come into to the City. Gilligan <br /> 26 stated that if the establishment met the conditions of the ordinance they would likely have to be allowed <br /> 27 in. <br /> 0 <br />
