City Council Regular Meeting Minutes <br /> October 8, 2002 <br /> • Page 3 <br /> 1 VII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 2 A. Ordinance 2002-0005, re: Moratorium on Licenses for Secondhand Goods. <br /> 3 <br /> 4 Mr. Mornson reviewed the ordinance with the Council and advised that because several requests <br /> 5 for secondhand goods stores are received each week, staff recommended the Council consider <br /> 6 this moratorium ordinance for adoption tonight. He explained that the current ordinance is <br /> 7 outdated and staff will submit it to the Planning Commission. The Planning Commission will <br /> 8 have up to one year to put the new ordinance into place. Mr. Mornson recommended the <br /> 9 Council waive first and second reading and consider this for the third reading and adoption <br /> 10 tonight. <br /> 11 <br /> 12 Motion by Councilmember Horst to waive first and second reading, approve third reading, and <br /> 13 adopt Ordinance 2002-005, re: Moratorium on Licenses for Secondhand Goods. <br /> 14 <br /> 15 Councilmember Sparks asked why staff is recommending this ordinance be adopted rather than <br /> 16 following the process for first and second reading. Mr. Mornson advised that staff is currently <br /> 17 receiving several requests per week and under the current ordinance, the City does not have the <br /> 18 ability to inspect or control this type of use. During the moratorium period, this type of use <br /> 19 would not be allowed until the revised ordinance is adopted. <br /> 20 <br /> 21 Motion carried unanimously. <br /> 9 VIII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 24 Mr. Momson reported that at the request of the Metropolitan Airports Commission(MAC), the <br /> 25 St. Anthony Police Department, and other metropolitan police departments, are working to <br /> 26 provide security at the metropolitan airports. This occurred when MAC released the National <br /> 27 Guard from airport security. Mr. Mornson explained that the League of Minnesota Cities has <br /> 28 made an arrangement to allow this to occur, however, the City is paying the time and then billing <br /> 29 MAC. The City is making a commission on part of it. Mr. Mornson explained that this will be <br /> 30 reflected in the City's budget by showing extra overtime expenses and an increase in revenue. <br /> 31 <br /> 32 Mr. Mornson noted that last year,the State permitted the sale of certain types of fireworks. Now <br /> 33 the City is receiving inquiries about street sales of fireworks so in the future staff will be <br /> 34 recommending an ordinance to regulate the sale of fireworks and setting a time limit for that <br /> 35 type of sale. <br /> 36 <br /> 37 Mr. Momson reviewed the schedule of upcoming meetings. <br /> 38 <br /> 39 Mr. Mornson advised that on October 16, 2002, the City will make a presentation in front of the <br /> 40 Metropolitan Council's Livable Communities Committee. Councilmember Faust will be <br /> 41 attending that meting on behalf of the City. Mr. Mornson stated they will have 15 minutes to <br /> 42 update them on the Apache Project and ask for some of the $6 million that is available for <br /> 43 livable communities. He noted the City may know by the end of October whether St. Anthony <br /> 0 will receive funding. <br />
