As outlined in the plan guidelines, the city will need to <br /> identify potential demand reductions for all customer categories and the appropriate <br /> measures to achieve speck demand reduction goals. Measures should start as voluntary <br /> and proceed to mandatory as an emergency situation worsens. A detailed investigation of <br /> water savings will make it much easier for the city to allocate water in times of declared water <br /> shortages or emergencies. How will goals of 10, 20 or 50 percent reduction be met? <br /> • The city also should clearly spell out the rationale for its decision making process in the <br /> event water uses must be restricted according to state statutes.
