Water users should know what to expect so they • <br /> can prepare for situations in which they must curtail water use. <br /> Procedures for Water Allocation <br /> This section is missing from the plan. The revised plan should include mention of any efforts <br /> by the city to educate customers about water allocation in the event of an emergency. The <br /> priority for allocating water during an emergency is set by Minnesota Statutes. <br /> Triggers <br /> This section is missing from the plan. The triggers in the plan are based on the use of <br /> resource (ie. ground water) levels to establish when demand reduction measures will be <br /> implemented. <br /> Enforcement <br /> This section is missing from the plan. The city should examine enforcement procedures and <br /> penalties for all customer categories and water uses. During a water shortage, categories of <br /> water use other than residential water use may need to be restricted or suspended, and it is <br /> only equitable if enforcement procedures apply to all customers. <br /> 01 We recommend that the city adopt a complete ban on sprinkling between 10:00 AM and <br /> 6:00 PM on a year round basis. Studies on irrigation demonstrate that much of the water <br /> applied during this time is lost to evaporation. y-�t/ _ • <br /> The plan should indicate what the city currently has for penalties for noncompliance with <br /> mandatory water conservation requirements. A discussion of any planned enforcement <br /> procedures will need to be added to the plan. P�. 3 /SF <br /> Water Supply Protection <br /> This section of the plan is well written and is approved. As presented in the plan guidelines, <br /> discussions regarding water supply protection must include an analysis of resource <br /> monitoring efforts, including water level records and the use of observation wells. <br /> Overall <br /> Overall, the emergency section of the plan is incomplete. We recommend using the <br /> Department's guidelines as an outline for the city's emergency plan.
