It <br /> shou`•d be noted that the Execut;ve Committee does not purport to speak for the <br /> defendants, or even for the full MPRS Board of Directors, but at this point it is the <br /> only body which represents any grouping of the defendant communities. <br /> Affirmative Action Plan <br /> Judge Solum's order requires an active recruitment program directed to minorities <br /> a.-d a program by which minorities would be offered CSO or intern positions in the <br /> defendant communities. For purposes of discussion, these issues have beer,gro::ped <br /> under a cor inion affirmative action plan. <br /> The Executive Committee feels that it would be advantageous for as large a group <br /> of communities as possible to participate in any affirmative action efforts. The <br /> format for such participation could take several forms, but one option would be a <br /> separate joint powers organization organized to coordinate and administer such <br /> efforts. The existing MPRS independently could continue to recruit and test <br /> candidates who are eligible for hire acid could continue to assist MPRS members in <br /> their selection processes. - <br />
