CALL TO ORDER/PLEDGE OF ALLEGIANCE. <br /> 6 The meeting was called to order at 8:01 P.M. <br /> 7 II. ROLL CALL. <br /> 8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner and Fleming. <br /> 9 Councilmembers Absent: None. <br /> 10 Also present: Michael Morrison, City Manager; Kim Moore-Sykes, Management <br /> 11 Assistant; Jerry Faust; Scott Jahner; and Gary Shun. <br /> 12 III. 1996 - 1997 UNION CONTRACTS. The City Manager reported that the Police <br /> 13 have withdrawn their two grievances. He expects that all contracts will be <br /> 14 approved and ready for Council's review and approval at the November 14th <br /> 15 meeting. The City Manager summarized the contracts for all unionized <br /> 16 departments. All contracts will be in effect for two years, 1996 and 1997; wage <br /> 17 increase of 3%; health insurance increase of $25.00 for 1996 and $15 increase in <br /> 8 1997; and severance compensation changed from 1 year to 3 years, maximum 45 <br /> 9 days, which will require an ordinance change to be adopted for non-union <br /> 20 personnel. The Firefighters will receive an increase in clothing allowance of $5.00 <br /> 21 in 1996 and $10.00 in 1997. The Police have requested a 24-hour notice of a change <br /> 22 to an officer's shift and that the City consider providing Long Term Disability <br /> 23 insurance for officers. Regarding this issue, the City Manager indicated that the <br /> 24 insurance companies he has spoken to will not insure just police officers but has <br /> 25 indicated to the Police union that the City will continue to look into this type of <br /> 26 insurance provision. The Public Works Union has requested the following: 1.) <br /> 27 pesticide spraying be added to the HEO list, which cost the City an additional <br /> 28 $25.00 per year; 2.) employees doing vehicle inspection be compensated an <br /> 29 additional $1.00 per hour at an estimated cost to the City of $25.00 per year; 3.) <br /> 30 $3,000 per year be budgeted for education reimbursement for job related schools; <br /> 31 4.) increase compensatory time that can be banked from 40 hours to 50 hours; and <br /> 32 increase Pump Duty from 3-1/2 hours to 4 hours. <br /> 33 The City Manager also reported on a letter dated September 25, 1995 that was <br /> 34 received from Jim Hansen, Business Agent representing the Public Works <br /> 35 employees. They are especially concerned with the new federal drug/alcohol testing <br /> 36 requirements for drivers with Commercial Driver's Licenses and feels that these <br /> 37 employees are entitled to additional compensation as the result. <br /> 0 8 The City Manager discussed Mr. Hansen's proposal of starting a Labor Management <br /> 9 Committee in the City of St. Anthony.
