The City Manager also reported that <br /> 3 the Bureau of Mediation Services provides the same type of support without <br /> 4 charging a fee. <br /> 5 IV. ORDINANCE RELATING TO SEVERANCE PAY <br /> 6 The City Manager reported that the unions all agreed to increase the years of <br /> 7 service for severance pay when an employee leaves in good standing, although the <br /> 8 Police wanted the number of years of service to be 3 years rather than the 5 years <br /> 9 that was initially proposed by the City. The Mayor indicated that he would like to <br /> 10 change the terminology of this employee benefit. <br /> 11 V. RESOLUTION REGARDING THE CITY MANAGER <br /> 12 The Mayor reported on the resolution giving the City Manager an increase in salary <br /> 13 for 1996. <br /> 14 VI. UPDATE OF THE METROPOLITAN LIVABLE COMMUNITIES ACT <br /> 15 The City Manager reported that the goals for the City of St. Anthony have been <br /> 16 established. The Met Council is requesting that cities who are participating, have <br /> 17 their goals approved by December 15. The City Manager reported that the goals <br /> 18 for St. Anthony will be on the November 27th or December 6th agenda for their <br /> 19 consideration. He also reported that 25 cities have already agreed to participate in <br /> 20 this program. <br /> 21 VII. SPEED REDUCTION REQUEST BY THE SCHOOL DISTRICT <br /> 22 The City Manager reported that the School District has asked that a school zone <br /> 23 declared in front of the Middle School/High School with a crosswalk and reduced <br /> 24 speed signs installed. The Chief of Police recommends that the City enforce a 25 <br /> 25 mph zone in front of the schools along 33rd Avenue from Silver Lake Road to <br /> 26 Skycroft Drive. The Public Works employees can determine the dimensions of the <br /> 27 crosswalk and parking signs indicating no parking on the south side from 7AM to <br /> 28 3:30PM, Monday through Friday and unloading on the north side only. The <br /> 29 Council agreed that residents should be notified along 33rd Avenue. A letter will <br /> 30 sent to Warren Rolick, the Superintendent of Schools, informing him of the <br /> 31 Council's recommendation. The City Manager also reported that according to the <br /> 32 Police Chief, no reportable incident has occurred in front of the schools. <br /> 33 VIII. BUDGET ISSUES FROM OCTOBER 3RD BUDGET WORK SESSION <br /> 34 1. Kiwanis Dues. The City Manager reported that the Kiwanis have reduced <br /> 35 dues for 1996. The City will be saving $200 over what it cost the City for <br /> 36 dues in 1995. He also indicated that the Kiwanis give about $1,000 in <br /> 37 contributions to the Police and Fire departments every year. <br /> 38 2. Ice Rinks. City Manager reported that it costs the City about a $1.00 per <br /> 39 skater to maintain the ice rinks. <br />
