•1 CITY OF ST. ANTHONY <br /> 2 CITY COUNCIL WORK SESSION MINUTES <br /> 3 February 6, 1996 <br /> 4 I. CALL TO ORDER. <br /> 5 Mayor Ranallo called the meeting to order at 7:OOPM. <br /> 6 II. ROLL CALL. <br /> 7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner and Faust. <br /> 8 Also present: Michael Morrison, City Manager; Richard Engstrom, Police Chief; <br /> 9 Police Officers Dan Johnson and Ron Lehner; Kim Moore-Sykes, Management <br /> 10 Assistant; and Mike Miller, Chandler Place. <br /> 11 III. INTRODUCTION OF TWO NEWLY-HIRED POLICE OFFICERS BY <br /> 12 POLICE CHIEF ENGSTROM. <br /> 13 Police Chief Engstrom introduced and introduced police officers Dan Johnson and <br /> 14 Ron Lehner to the City Council. Officer Johnson has completed his first year with <br /> 15 the City; and Officer Lehner has been with the City since November, 1993. <br /> 16 IV. PROSECUTING ATTORNEY ARRANGEMENTS WITH CHIEF <br /> �7 ENGSTROM. <br /> 8 Chief reported his willingness to continue the contract with Foster, Ojile, Wentzel <br /> 19 & Brever for another year. The Council directed the City Manager to work on a <br /> 20 contract between the City and Foster, et al. <br /> 21 V. 1995 POLICE REPORT BY CHIEF ENGSTROM. <br /> 22 The Chief reported on the preliminary statistics of the Department's activities for <br /> 23 1995. <br /> 24 <br /> 25 V. EXISTING POLICE CONTRACTS WITH FALCON HEIGHTS AND <br /> 26 LAUDERDALE. <br /> 27 The City Manager reported that both Lauderdale and Falcon Heights would like the <br /> 28 City to draft a contract proposal by April for their review. The Council will <br /> 29 review the current contract from any changes and/or revisions. <br /> 30 VI. MPRS LAWSUIT. <br /> 31 The City Manager reported to the Council that the attorneys representing the cities <br /> 32 in this lawsuit will be meeting with the judge regarding compliance with his order. <br /> 33 The City Manager updated the Council on the proposed affirmative action plan that <br /> 34 is being drafted in compliance with the judge's order. <br /> 35 VII. CHANDLER PLACE DEVELOPMENT. <br /> 16 Mike Miller, with the assistance of two representatives of FirstBank, presented a <br /> 7 request for Tax Increment Financing in order to construct his addition to Chandler <br />
