1 Place. Mr. Miller described the proposed addition to the Council as well as the <br /> 2 proposed replatting of the property to accommodate both the addition and the • <br /> 3 financing of the addition. Mr. Miller informed that City Council that his <br /> 4 refinancing plans and the construction plans of the addition are contingent upon <br /> 5 approval by the State of the nursing home expansion request he has submitted. <br /> 6 VIII. COMMUNITY CENTER ISSUES. <br /> 7 a. Financial. The City Manager reported on the Cost Allocation Schedule for <br /> 8 the City Hall/Community Center as submitted by Springstead, Inc. He also <br /> 9 discussed the joint resolution between the City and ISD 282, whereby the <br /> 10 School District will provide annual payments for the costs related to the <br /> 11 operation, maintenance and debt service on the space they requested in the <br /> 12 new building which commence in 1997 and end in 2016. <br /> 13 b. Facility Use Plan. The City Manager presented to the Council the proposed <br /> 14 facilities use plan and scheduling procedure. He reported that this plan <br /> 15 would only involve the gymnasium, community meeting rooms and council <br /> 16 chamber. <br /> 17 C. Change Order for Sewer System Work. James O'Brien of Williams/O'Brien, <br /> 18 updated the Council on proposed change orders, the plaque, and the <br /> 19 proposed sloping for stormwater run-off along 33rd Avenue and Silver Lake <br /> 20 Road. There was discussion about the possibility of have a sidewalk; MSA • <br /> 21 funds may be available for the construction of a sidewalk. <br /> 22 IX. APACHE PLAZA UPDATE. <br /> 23 The City Manager updated the City Council on the vacation of the City's <br /> 24 easements at Apache with the exception of the stormwater sewer easements. This <br /> 25 issue will be on the 2/13 Council Meeting agenda. The Manager also reported that <br /> 26 the Negative Declaration of the EAW and final plat approval will be on the 2/27 <br /> 27 Council Meeting agenda. The City Manager summarized Jerry Gilligan's memo <br /> 28 regarding the request for TIF by Ste. Marie Corporation. He also informed the <br /> 29 Council of the meeting on 2/28 with the Rice Creek Watershed District. The <br /> 30 Mayor indicated that he will accompany the City Manager to that meeting. <br /> 31 X. STORMWATER MANAGEMENT PLAN. <br /> 32 The City Manager reported on the City's stormwater management plan. As <br /> 33 indicated in the analysis provided to the City Council, there are no solutions to the <br /> 34 problem that would not be costly. Taking no action would not cost the City any <br /> 35 money but damage from flooding is always possible. The Manager reported that <br /> 36 many residents in the District 6 area have successfully flood-proofed their houses by <br /> 37 various means. Water in the streets clears shortly after the rain stops. Another <br /> 38 alternative is to create ponding areas to collect the run-off, but this could mean <br /> 39 property acquisition, which is expensive and converting a City park into a ponding <br /> 40 area. Possible sites were discussed. • <br />
