• <br /> 1 XI. VACANT LOT BY INDUSTRIAL CUSTOM PRODUCTS AND OTHER <br /> 2 MISCELLANEOUS DEVELOPMENT OPPORTUNITIES. <br /> 3 Jerry Cowan and Ken Solie of Village Properties have proposed to subdivide the <br /> 4 Industrial Custom Products property in order to construct another light industrial <br /> 5 building, which they will lease out. The City Manager also indicated that they <br /> 6 may request TIF assistance from the City for soil corrections on the site. Road <br /> 7 construction debris was stored there years ago. <br /> 8 Tim Mezzenga, owner of Tracy Print, has submitted a proposal for an addition to <br /> 9 his business. The City Manager reported that Mr. Mezzenga also requested to be <br /> 10 able to purchase some property from the City that is adjacent to his own. He <br /> 11 submitted plans to the City and met with the Public Works Director, Management <br /> 12 Assistant and City Manager to discuss proposal. The City Manager also reported <br /> 13 that the Staff will continue to work with Mr. Mezzenga regarding his plans. <br /> 14 XII. LEGISLATIVE UPDATE ON TAXES AND OTHER LEGISLATIVE ISSUES. <br /> 15 The City Manager reported that there are several issues that are being considered by <br /> 16 the State Legislature, including changes to the property tax system; a freeze on the <br /> R 17 amount that a city collect as taxes; changes to the Truth in Taxation process; <br /> 18 placing a freeze on salaries for City Managers; and providing a community the <br /> �9 ability to recall its mayor. <br /> 20 XIII. METROPOLITAN LIVABLE COMMUNITY UPDATE. <br /> 21 The City Manager reported that the Metropolitan Council will be holding an <br /> 22 informational meeting on February 16 in Woodbury. He informed the Council <br />_ 23 that the Management Assistant and the Planning Commission Chair will attend the <br /> 24 afternoon session, which is for communities that are more fully developed. He also <br /> 25 indicated that the City will need to put together an action plan by June 30, 1996. <br /> 26 XIV. LETTER ON CODE VIOLATIONS. <br /> 27 The City Manager reported on the status of the letter on code violations. It was <br /> 28 agreed to allow 30 days to comply with the items cited in the letter. <br /> 29 XV. LETTER FROM NORTHWEST YOUTH AND FAMILY. <br /> 30 The City Manager reported on a letter dated January 11, 1996 in which Kay <br /> 31 Andrews of Northwest Youth and Family Services requested $5,000 in support of <br /> 32 their programs. <br /> 33 XVI. SCHNITZER IRON & METAL CLEAN-UP SITE. <br /> 34 The City Manager reported on the status of the Schnitzer Clean-Up issue. He <br /> 35 reviewed the Responsible Parties Agreement and indicated that the City Attorney <br /> 36 will be at the February 13th meeting. <br /> 07 XVII. GOAL SETTING RETREAT UPDATE. <br />
