Page 2 <br /> 1 VII. APACHE REDEVELOPMENT UPDATE. <br /> 2 The City Manager reported that the closing between CUB and FirstBank is <br /> 3 scheduled for April 22. The request amount for TIF continues to be uncertain. <br /> 4 VIII. CHANDLER PLACE UPDATE. <br /> 5 The City Manager reported that Mike Miller indicated that he wants to have a <br /> 6 concept review for the addition to the St. Anthony Health Care Center at the April <br /> 7 Planning Commission meeting. <br /> 8 IX. COMMUNITY DEVELOPMENT BLOCK GRANT. <br /> 9 The City Manager presented a letter received from Hennepin County regarding <br /> 10 future possible program revisions to CDBG for fiscal year 1997. The major revision <br /> 11 to this program is the pooling of funds that traditionally have been disbursed to <br /> 12 individual communities to be used in housing and community services. The City <br /> 13 Manager reported that in order to be eligible in the future for these funds, cities will <br /> 14 have to sign a joint cooperation agreement and allocations will be awarded to <br /> 15 proposals that can best demonstrate a need. <br /> 16 X. TELECOMMUNICATIONS UPDATE. <br /> The City Manager reported that he has recently received requests to enter into a <br /> 0 lease for antenna space on the water tower. He also reported on fees that are being <br /> 19 paid for antenna space in other cities. He indicated that the City Ordinance states <br /> 20 no antennas shall be greater than 75 feet. The City can also deny a request to put <br /> 21 antennas on the water tower, but can not deny use of a public right-of-way. There <br /> 22 is a bill in the legislature that would allow the Public Utilities Commission to <br /> 23 determine right-of-way issues and fees. <br /> 24 XI. PERSONNEL ISSUES ON DONATED SICK LEAVE AND <br /> 25 CONTINUATION OF HEALTH BENEFITS. <br /> 26 The City Manager reported that Staff researched the issue of donated sick leave as <br /> 27 the result of two long term employees who were required by health reasons to be <br /> 28 absent from work for an extended period. He reviewed for the Council the <br /> 29 proposed addition to the Personnel Ordinance addressing sick leave, allowing the <br /> 30 donation of sick leave anonymously and voluntarily by employees. Dates for the <br /> 31 readings amending the ordinance are April 23, May 14 and May 28. <br /> 32 The City Manager reported that there has been a request by some employees about <br /> 33 being able to retain health coverage into retirement. He indicated to the Council <br /> 34 that the Minnesota Statutes allow for government employees to have health <br /> 35 coverage at the same group rate that they enjoyed during their tenure. <br /> The City Manager reported that because of the last snowstorm, there was some <br /> confusion regarding snow days. He indicated that employees should stay home if <br /> 38 they are not comfortable driving to work. The employee can use compensatory <br /> 39 time, vacation or sick leave for the missed day. <br />
