• DATE: April 15, 1996 <br /> TO: St. Anthony Village Mayor and City Council <br /> cc: Mike Mornson <br /> FROM: St. Anthony Village Planning Commission <br /> RE: Recommended Changes to City Code Regarding Conditional Uses <br /> In a January 16, 1996 memo from City staff, the City Council requested that the <br /> Planning Commission reevaluate permitted conditional uses of each zoning district and <br /> make recommendations to amend the City's Zoning Ordinance. The Planning <br /> Commission has reviewed each of the permitted uses in all of the zoning districts and <br /> offers the following recommendations for changes, along with a brief discussion of our <br /> thoughts for selected uses: <br /> R-1 SINGLE FAMILY DISTRICT <br /> 1615.03 Permitted Conditional Uses <br /> (b) Libraries: The Planning Commission questions whether libraries should be a <br /> permitted conditional use in a R-1 zone. While not inherently offensive, the <br /> main concerns identified were additional traffic that a library would bring to a <br /> residential neighborhood and a disruption due to extended hours. We therefore <br /> recommend that this permitted conditional use be deleted. <br /> • <br /> R-1A SINGLE FAMILY LAKESHORE <br /> 1616.02 Permitted Uses <br /> The current code only permits single-family detached dwellings and permitted <br /> conditional uses and accessory uses. The Planning Commission believes there <br /> is good reason for the permitted uses to mirror those other permitted uses found <br /> in the R-1 permitted uses (e.g. schools, recreational facilities, state-licensed <br /> facilities). For instance, publicly-owned recreational facilities are now precluded. <br /> Also, the Salvation Army Camp appears to be a non-conforming use. The <br /> Planning Commission recommends that the permitted uses in R-1A district <br /> (1616.02) mirror those in the R-1 district (1615.02). <br /> R-2 TWO-FAMILY DISTRICT <br /> No changes recommended. <br /> R-3 TOWNHOUSE DISTRICT <br /> No changes recommended. <br /> R-4 MULTIPLE FAMILY DISTRICT <br /> No changes recommended. <br /> is <br />
