• DATE: April 15, 1996 TO: St. Anthony Village Mayor and City Council cc: Mike Mornson FROM: St. Anthony Village Planning Commission RE: Recommended Changes to City Code Regarding Conditional Uses In a January 16, 1996 memo from City staff, the City Council requested that the Planning Commission reevaluate permitted conditional uses of each zoning district and make recommendations to amend the City's Zoning Ordinance. The Planning Commission has reviewed each of the permitted uses in all of the zoning districts and offers the following recommendations for changes, along with a brief discussion of our thoughts for selected uses: R-1 SINGLE FAMILY DISTRICT 1615.03 Permitted Conditional Uses (b) Libraries: The Planning Commission questions whether libraries should be a permitted conditional use in a R-1 zone. While not inherently offensive, the main concerns identified were additional traffic that a library would bring to a residential neighborhood and a disruption due to extended hours. We therefore recommend that this permitted conditional use be deleted. • R-1A SINGLE FAMILY LAKESHORE 1616.02 Permitted Uses The current code only permits single-family detached dwellings and permitted conditional uses and accessory uses. The Planning Commission believes there is good reason for the permitted uses to mirror those other permitted uses found in the R-1 permitted uses (e.g. schools, recreational facilities, state-licensed facilities). For instance, publicly-owned recreational facilities are now precluded. Also, the Salvation Army Camp appears to be a non-conforming use. The Planning Commission recommends that the permitted uses in R-1A district (1616.02) mirror those in the R-1 district (1615.02). R-2 TWO-FAMILY DISTRICT No changes recommended. R-3 TOWNHOUSE DISTRICT No changes recommended. R-4 MULTIPLE FAMILY DISTRICT No changes recommended. is
