30 <br /> Subd. 2. The following categories of haulers must be separately licensed: • <br /> (a) Haulers collecting recyclables and any non—recyclables from <br /> residential areas. <br /> (b) Haulers collecting any non—recyclables from commercial <br /> establishments and/or multiple dwellings. <br /> (c) Haulers of recyclables only. <br /> Each application for a license and each license issued must identify the type of <br /> license and the specific vehicles to be used by the licensed hauler. <br /> Subd. 3. Before a license is issued, the applicant must file with the City Clerk <br /> evidence that the applicant has in effect public liability insurance for the <br /> hauler's business and for all vehicles in at least the sum of $500,000 for injury <br /> of one person, $1,000,000 for the injury of two or more persons in the same <br /> accident, and $100,000 for property damages. <br /> Subd. 4. When the application is submitted, the applicant must file with the <br /> Clerk a schedule of proposed rates to be charged during the licensed period. <br /> Every licensee must provide 14 days' prior written notification to the City and <br /> the licensee's customers of any change in rates to be implemented during the • <br /> licensed period. <br /> Subd. 5. In addition to the other requirements of this Section, haulers <br /> servicing residences must comply with the following: <br /> (a) Curbside recycling collection will be made available to all <br /> residential customers. At a minimum, such service must <br /> include weekly collection and hauling of all recyclables on <br /> collection days. Charges for service to customers who have no <br /> curbside recycling collection will be no less than the charges for <br /> services which include curbside recycling collection. <br /> (b) Weekly collection of garbage, refuse and yard waste will be <br /> provided on collection days. <br /> (c) A minimum of three rate levels for regular service, priced on <br /> the basis of volume, will be provided. <br /> (d) Each licensee must separately collect and dispose of yard waste <br /> for a minimum of eight weeks in the spring, commencing on <br /> April 1st, and eight weeks in the fall, commencing on • <br /> t September 15th. <br /> 5-20 <br />
