CALL TO ORDER/PLEDGE OF ALLEGIANCE. <br /> 6 The meeting was called to order at 5:50 P.M. <br /> 7 II. ROLL CALL. <br /> 8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner and Faust. <br /> 9 Councilmembers Absent: None. <br /> 10 Also present: Michael Mornson, City Manager; Kim Moore-Sykes, Management <br /> 11 Assistant; Larry Hamer, Public Works Director; Richard Engstrom, Chief of Police; <br /> 12 Richard Johnson, Fire Chief; Mike Larson, Liquor Operations Manager; Roger <br /> 13 Larson, Finance Director; and Jon Albrecht, Finance Intern. <br /> 14 III. REVIEW BUDGET HIGHLIGHTS WITH STAFF FOR 1997 BUDGET AND <br /> 15 LEVY. <br /> 16 The City Manager presented the upcoming budget calendar. He reported that the <br /> 17 City's Truth in Taxation hearings are tentatively scheduled for December 4, 1996 <br /> 18 and if needed, December 18, 1996. He indicated that this schedule won't be set <br /> 0 until the counties and school district have scheduled their hearings. <br /> 20 The City Manager reported on the proposed Statement of Revenues, Expenditures <br /> 21 and changes in the Fund Balance. The Finance Director explained the levy process <br /> 22 and Capital Expenditures. The City Council asked about home valuations in <br /> 23 Ramsey and Hennepin Counties. <br /> 24 A. Review of Northwest Youth & Family Services and League of Minnesota <br /> 25 Cities' Budget Requests. The City Manager reported on the Northwest <br /> 26 Youth & Family Services' annual request. He also reported on a request <br /> 27 from the League of Minnesota Cities' request for funds for legal fees <br /> 28 associated with challenges from telecommunications companies regarding <br /> 29 jurisdiction of public rights-of-way. The City Council directed the City <br /> 30 Manager to send a letter to Northwest Youth & Family Services requesting <br /> 31 more program information. The consensus of the Council was to pay the <br /> 32 League of Minnesota's fee. <br /> 33 IV. REVIEW OF GOAL SETTING REPORT; DEPARTMENTAL REPORTS. <br /> 34 The City's Newsletter will continue to be published on a quarterly basis, unless <br /> 35 there is a special need that necessitates extra editions. Each department head <br /> 36 presented an update on issues/projects being worked on through their department. <br /> • <br />
