Northwest Youth & Family Services
3490 Lexington Avenue North • Shoreview, MN 55126 • (612) 486-3808 • FAX (612) 486-3858
September 24, 1996
Michael J Mornson -
City Manager
Saint Anthony Village
3301 Silver Lake Road
St. Anthony, MN 55418-1699
Dear Mr. Mornson:
Thank you for your letter of August 13, 1996. I would be happy to respond to the City
Council's request for information.
1) Northwest Youth & Family Services's budget for 1996 is $1,370,773. A copy of our
1996 budget is attached. It shows revenues, expenditures and capital outlays.
2) I have enclosed a copy of our 1995 Annual Report and our 1995 financial audit which
• includes a list of contributors and amounts.
3) NYFS' primary service area includes the cities of Arden Hills, Falcon Heights, Little
Canada, Mounds View, New Brighton, North Oaks, Lauderdale, Roseville, Shoreview
and St. Anthony. Of those cities, Lauderdale is the only city which does not financially
contribute to NYFS. With the exception of Lauderdale, all residents of the other cities
listed, are eligible for a reduced fee or sliding fee payment schedule for services
provided. Our secondary service area includes all other cities surrounding NYFS'
primary service area. The residents of these cities can receive service but are not eligible
to receive a reduced or sliding fee.
4) NYFS' employment, counseling, awareness and restitution services are not duplicated
by any other agency in our primary service area. We have a geographic-specific contract
with Ramsey County Corrections to provide awareness and restitution services. Our
employment program focuses on helping the elderly remain independent in their homes
through hiring youth and young adults. No one else provides this service. NYFS is the
only agency in the area to provide mental health counseling on a sliding fee basis. This
is to ensure that residents receive the help they need regardless of their ability to pay.
There are private practitioners and HMO clinics in our service area. To our knowledge,
no other sliding fee clinic with rule 29 certification exists in the area.
•
1
