4 <br /> . ain teonh <br /> • ilia <br /> Administrative Offices <br /> 3301 Silver Lake Road, St. Anthony, Minnesota 55418-1699 <br /> (612) 789-8881 FAX (612) 781-9323 <br /> December 12, 1997 <br /> Minnesota State Senator John Marty Minnesota State Representative Mary Jo McGuire <br /> State Office Building, 326 Capitol State Office Building, 379 SOB <br /> St. Paul, MN 55155 St. Paul, MN 55155 <br /> Re: Request for funding assistance to address flood disaster that occurred on July 1, 1997 as a <br /> result of a catastrophic rainfall event in the City of St. Anthony <br /> Dear Senators and Representatives: <br /> On July 1, 1997, the City of St. Anthony was devastated by a rainfall event that was over two times <br /> • as intense as that anticipated for a 100-year event as predicted by the National Weather Service. <br /> This event flooded over 67 homes, seriously impacted the City's sanitary sewage collection system, <br /> and subjected the City's residents to flood damages of nearly $1 million. <br /> The City Council and residents within the City of St. Anthony have been attempting to deal with <br /> these problems in a variety of ways, ranging from assisting homeowners in coping with the <br /> financial impact caused by this event to constructing storm drainage improvements to reduce the <br /> likelihood of this happening in the future. <br /> An engineering analysis of the problems experienced was also undertaken and the report <br /> recommends: <br /> 1. Purchase up to five homes that were severely damaged as a result of this event and <br /> utilize the property on which they are standing to create more storm water storage <br /> so that other adjacent homes can be protected in the future. <br /> 2. Construct other storm water improvements to provide additional flood protection in <br /> 13 areas that received very extensive flood damage (see attached report). <br /> The cost for the recommended storm drainage improvements is estimated to be $6 million. <br /> In a monumental effort to try to address these problems for 1998, the City is giving consideration <br /> to raising the storm water utility fee charged against properties within the City to in excess four <br /> • times the existing rate to a minimum of$13.00 per quarter for residential property. This would <br /> be the highest storm water utility fee charged to residents within the Twin City Metropolitan Area, <br /> based on a survey of 30 communities within the Twin Cities.
