limited size and tax base, the City could only bond for $1.5 million of improvements utilizing this <br /> revenue source. <br /> The City is also dramatically impacted by stone water runoff that drains into the City from other <br /> communities, as well as being impacted by systems in other cities that carry water away from <br /> St. Anthony. The Storm Water Conveyance systems that the City drains into are now over-utilized <br /> by downstream communities, leaving little, if any, room for water to drain out of the City of <br /> St. Anthony during heavy rainfall events. <br /> Our drainage analysis indicates that development within the Cities of Minneapolis, New Brighton, <br /> and Roseville has usurped much of the capacity of the storm sewer system previously allocated to <br /> the City of St. Anthony for drainage. Furthermore, the City of St. Anthony is not in a position to <br /> work beyond its municipal boundaries and cannot increase the capacity of storm drainage systems <br /> through these other communities. For these reasons, the improvements the City of St. Anthony is <br /> proposing consist of purchasing existing structures and providing additional ponding within the <br /> community. This will reduce our already limited tax base"in the future and, coupling this with high <br /> storm water utility fees, will further impact the ability of the City to provide services to its <br /> residents. <br /> As can be observed from the above information, the City of St. Anthony and its residents are <br /> shouldering an enormous burden in responding to the catastrophic flooding problems that occurred <br /> following the July 1, 1997 event. Our problem is no less real than the problems experienced by <br /> • those in the Red River Valley for which state and federal funding has been made available. <br /> The City is asking its residents to shoulder the burden of the highest storm water utility fee charged <br /> in the Twin City Metropolitan area. The City is also proposing a solution which will reduce its <br /> long-term tax base to allow it to utilize measures constructed within the City limits as it was <br /> deemed more cost-effective to construct improvements in this location than construct additional <br /> drainage systems outside of the City. <br /> In consideration of the above, we request that the cost over and above those the City can reasonably <br /> accommodate be funded by the State of Minnesota. The City believes it could fund, over the next <br /> 15 years, up to $1.5 million of the necessary $6 million of improvements.
