POLICE CONTRACTS WITH LAUDERDALE AND FALCON HEIGHTS. <br /> 4 The City Manager reported that the police services contracts with these two <br /> 5 communities expires December 31, 1998 and need to be settled by April 15'. <br /> 6 He reported that Staff is recommending a 5% increase for 1999 and a 4% <br /> 7 increase for 2000. He indicated that he has been discussing these proposed <br /> 8 changes with the City Administrators of Falcon Heights and Lauderdale. <br /> 9 Cavanaugh asked Staff about the squad car replacement procedure and <br /> 10 justification. <br /> 11 <br /> 12 VII. PROPOSED TOBACCO ORDINANCE. <br /> 13 The City Manager reported on the proposed ordinance amendment regulating <br /> 14 cigarette sales in St. Anthony, that will affect the sale and distribution of all <br /> 15 tobacco and tobacco related products. He indicated that the first reading will be <br /> 16 on March 24`x, with the final reading and adoption on April 28'. He reported <br /> 17 that letters of notification of the ordinance change and a possible license increase <br /> 18 will be sent to the vendors this week. <br /> 19 <br /> 20 VIII. REVIEW OF HENNEPIN COUNTY'S ASSESSMENT AGREEMENT. <br /> 21 The City Manager reported that the 4-year contract with Hennepin County for <br /> • 22 assessment services ends December 31, 1998. He reported that the same <br /> 23 agreement can be extended for another 4 years. <br /> 24 <br /> 25 IX. TIF AND HRA ACTIVITIES. <br /> 26 The City Manager reviewed the City's Redevelopment Plan with the Council. <br /> 27 He reported that it was last amended by the City Council in September 1996. <br /> 28 The City Manager indicated that the City has spent $835,000 on four projects <br /> 29 that have been completed. These projects will increase or retain a market value <br /> 30 of$10.5 million and create 315 jobs. <br /> 31 <br /> 32 X. REVIEW PROPOSAL FROM REIKE CARROLL MULLER FOR <br /> 33 ADDITIONAL SERVICES RELATING TO 1998 STREET/WATER MAIN <br /> 34 PROJECT. <br /> 35 The City Manager reported that as a result of the field survey done for a portion <br /> 36 of 34' Avenue, RCM is requesting an additional $6,300 to make required <br /> 37 modifications. <br /> 38 <br /> 39 XI. REVIEW PROPOSALS FROM RCM AND WSB FOR SUMP PUMP <br /> 40 INSPECTIONS. <br /> 41 The City Manager reviewed proposals from RCM and WSB to provide <br /> 42 inspection services for the City. He indicated that these proposals will be on the <br /> 43 February 24' agenda for approval by the Council. <br /> • 44 <br />
