19- <br /> MEMORANDUM <br /> DATE: March 31, 1998 <br /> TO: Mike Mornson, City Manager <br /> FROM: Roger Larson, Finance Director <br /> ITEM: MIS CONSULTANTS/COMPUTER TECHNOLOGY <br /> At the March 10'council meeting, Council directed staff to contact the companies who <br /> had submitted computer technology proposals to readdress the technology upgrade. <br /> Council felt the proposals received addressed the second level of implementation and <br /> that what the City needs to do is determine how the upgrade will make the City more <br /> productive. <br /> • The desired information is to provide the City with goals and a clear <br /> vision/understanding of what is possible for St. Anthony to do with the upgraded <br /> technology. Also, Council indicated that because that the consultant selected would be <br /> developing hardware specifications that the firm should be excluded from bidding on <br /> hardware upgrades. <br /> I contacted the firms who had submitted proposals to discuss our needs and requested <br /> them to resubmit their proposals accordingly. Two of the firms (GE Capital and <br /> Business Records) wish to remain a hardware vendor and not provide the City with <br /> consulting services. <br /> That leaves the City with LDSI's proposal (LDSI is not a hardware provider). In <br /> addition, staff did additional research and found a consultant by the name of NETLink <br /> who has done extensive work with several Cities including Shoreview, Fridley, <br /> Oakdale, Brooklyn Park and other governmental units. <br /> Also, I was able to secure an Internet tape from Community Television, which <br /> discusses the commitment of several Northwest Suburbs that are in the process of <br /> upgrading their technology (NETLink has worked with some of these Cities). <br /> For Councils review, I have included the proposals from LDSI and NETLink. Please <br /> • note that LDSI acknowledges the need for a network assessment and a goal setting <br /> vision and feels their initial proposal provides the City with those services. <br />
