1 Councilmember Cavanaugh said he does not want to wait until the City's Clean- <br /> 2 up Day to cite violators. He indicated that they should be cited now, that <br /> 3 expired tabs on vehicles can't be taken care of at the Clean-up. He asked why <br /> 4 May is so sacred. <br /> 5 <br /> 6 Councilmember Faust responded that by the City's past performance, this <br /> 7 situation has been allowed to happen. He felt that if the City is going to change <br /> 8 the standards, that the residents need to be educated of this change. He said this <br /> 9 cannot be done in a heavy-handed manner. Councilmember Faust felt that most <br /> 10 of the violations are acts of omission not acts of commission. <br /> 11 <br /> 12 Councilmember Thuesen asked if it is necessary to have a heavy-handed <br /> 13 approach. <br /> 14 <br /> 15 The Fire Chief responded no. He reported that he has been doing fire code <br /> 16 enforcement for the City for 16 years and in that time, he has received 1 <br /> 17 complaint and taken to court once. He said most people want to comply; others <br /> 18 haven't because of the heavy-handed approach that was used previously. <br /> 19 <br /> 20 Councilmember Marks stated that the Chief's approach is inherently positive <br /> 21 and practical. He indicated that he felt the Chief's approach was well thought <br /> 22 out and that the Chief understands that he will continue to have problems areas <br /> 23 but expects that he will come back to the Council with them. <br /> 24 <br /> 25 Councilmember Thuesen agreed to give the Fire Chief a chance to work with his <br /> 26 program, as it will take time. <br /> 27 <br /> 28 Councilmember Faust said that the City should not loose sight of the objective to <br /> 29 clean the City; that the Council should support whatever it takes to meet the <br /> 30 objective. <br /> 31 <br /> 32 The Mayor suggested that the Fire Chief should come back to the Council with <br /> 33 an update in 60 days. <br /> 34 <br /> 35 The Fire Chief also reported on a recent drowning incident, accommodating two <br /> 36 residents who pulled the victim from the pool, and their quick actions helped <br /> 37 save his life. <br /> 38 <br /> 39 V. DISCUSSION OF COMPUTER CONSULTANT. <br /> 40 The City Manager reported that the City received proposals from NetLink and <br /> 41 LDSi. Councilmember Marks asked if these consultants sell software. The City <br /> 42 Manager responded no. <br /> 43 <br /> 3 <br />
