CALL TO ORDER. <br /> 8 Meeting called to order at 7:40 p.m. <br /> 9 <br /> 10 II. ROLL CALL. <br /> 11 Councilmembers Present: Ranallo, Marks, Faust, Cavanaugh, and Thuesen. <br /> 12 Councilmembers Absent: None. <br /> 13 Also Present: Michael Mornson, City Manager; Kim Moore-Sykes, Management <br /> 14 Assistant; Roger Larson, Finance Director; and Mike Larson, Liquor Operations <br /> 15 Manager. <br /> 16 <br /> 17 III. DRAFT OF ORDINANCE RELATING TO POINT-OF-SALE. <br /> 18 The City Manager reviewed the proposed point-of-sale ordinance and reported that it <br /> 19 was the result of the goal setting retreat that was held earlier this year. He said the <br /> 20 intent was to maintain current housing stock and provide enforcement abilities to the <br /> 21 current code enforcement ordinance. <br /> 22 <br /> 23 The Council discussed various items of the proposed point-of-sale ordinance. <br /> 04 Councilmember Faust had concerns that it may be too intrusive. Councilmember <br /> 25 Cavanaugh agreed, but questioned how the City would be able to maintain the housing <br /> 26 stock without it. Councilmember Cavanaugh reported that the City of Roseville set up <br /> 27 a task force to discuss housing maintenance issues. He also indicated that he liked the <br /> 28 idea of having grants available to help residents keep up their property. <br /> 29 <br /> 30 The Council discussed tabling the issue. <br /> 31 <br /> 32 IV. DISCUSSION OF COMMUNITY CENTER ROOM. <br /> 33 Councilmember Cavanaugh reported that he wants to look at changing the City's policy <br /> 34 on the Community Center to include private uses. Councilmember Marks stated that he <br /> 35 agreed initially with the policy that allowed public uses only but he can understand <br /> 36 allowing private parties to use the Community Center. Councilmember Thuesen <br /> 37 agreed, stating that many residents feel it is not open enough for the community. <br /> 38 <br /> 39 The Mayor indicated some of the reasons why private party usage was originally <br /> 40 discouraged. He indicated that the City would have had to increase its insurance <br /> 41 coverage to include private parties; hire additional staff to be on duty to open and close <br /> 42 the building, clean up after the parties and to provide some level of security for the <br /> 43 building. He also stated that no liquor is allowed and most parties like to provide that <br /> 44 to their guests. <br /> .45 - <br />
