1 The Mayor stated that Central Park, Emerald Park and Silver Point Park will be <br /> 2 redeveloped in conjunction with the City's storm water management project. <br /> 3 <br /> 4 Todd Hubmer, WSB, Inc, discussed the proposed storm water management plan to <br /> 5 mitigate flooding problems in the City by using the parks. He stated the north end of <br /> 6 Central Park will be reconstructed to include a holding pond that will be dry unless the <br /> 7 City experiences a rainfall in excess of 2 inches and a berm to separate the homes from <br /> 8 the park. He indicated that the grading will be redone so that storm water from the <br /> 9 residential area will drain to the holding pond. <br /> 10 <br /> 11 Kost and Hubmer answered questions from residents regarding plumbing, lights, <br /> 12 fencing around the ball fields, play equipment costs, and the impact on the other parks <br /> 13 while redevelopment is occurring. <br /> 14 <br /> 15 Hubmer reviewed the proposed storm water management plan and its impact on Silver <br /> 16 Point Park and Emerald Park. He indicated that to accommodate the flood protection <br /> 17 levels needed for the City, Silver Point Park will need to be lowered 10 feet on the west <br /> 18 side and 12 feet on the east side. Hubmer stated that Emerald Park has 2 plans because <br /> 19 of the redevelopment that is going on in New Brighton. He stated that whatever New <br /> 20 Brighton does will impact Emerald Park and the plan ultimately used. He indicated that <br /> 21 one plan lowers the park 16 feet. He reported that the other plan only lowers the south <br /> 22 end of the park, but substantially reduces the water storage capability but allows more <br /> 23 recreational activity. <br /> 4 <br /> 25 The Mayor announced that the City is looking for interested residents to be on the Park <br /> 26 Commission. He asked that anyone interested submit a letter of interest to the City <br /> 27 Manager by June 23rd and interviews will be on June 30`''.
