CALL TO ORDER. <br /> 8 Meeting called to order at 6:02 p.m. <br /> 9 <br /> 10 H. ROLL CALL. <br /> 11 Councilmembers Present: Ranallo, Marks, Faust, Cavanaugh, and Thuesen. <br /> 12 Councilmembers Absent: None. <br /> 13 Also Present: Michael Mornson, City Manager; Kim Moore-Sykes, Management <br /> 14 Assistant. <br /> 15 <br /> 16 III. JAY SCOTT FROM OPUS MAY GIVE AN INFORMAL PRESENTATION ON <br /> 17 APACHE PLAZA. <br /> 18 The City Manager reported that Mr. Scott will not be at the Worksession because he <br /> 19 has nothing to report to the City Council at this time. <br /> 20 <br /> 21 IV. DISCUSSION OF PLANS FOR THE ST. ANTHONY SHOPPING CENTER. <br /> 22 The City Manager reported that he, the Mayor, and Councilmember Cavanaugh were <br /> 23 meeting with Ryan Construction on July 14`' regarding the St. Anthony Shopping <br /> 14 Center. He reported that Staff has resubmitted Requests for Proposal to various firms <br /> 5 to generate more interest in the project. The RFP's are due July 15'. The City <br /> 26 Manager also reported that he spoke with the City Attorney regarding imposing a <br /> 27 moratorium on the area. The City Attorney said that a moratorium can be established <br /> 28 for 12 months and extended for an additional six months. Under a moratorium, the <br /> 29 area cannot be rezoned or redeveloped if the plan calls for the removal of buildings. <br /> 30 The City Attorney also indicated that if the use is one that is allowed for in the City <br /> 31 Ordinance, then the moratorium is not effective. <br /> 32 <br /> 33 Councilmember Faust asked about the City's objective and the message that a <br /> 34 moratorium would send. He indicated that it sounds like the City wants the area to <br /> 35 remain status quo and need the private sector to take the lead at the Shopping Center. <br /> 36 It was his opinion was that this is a double-edged sword. <br /> 37 <br /> 38 The Mayor indicated that the City needed to continue with its pro-active activities. <br /> 39 <br /> 40 Councilmember Cavanaugh indicated that one of the agreed goals at this year's goal <br /> 41 setting retreat was looking at the feasibility of relocating the fire department. He said <br /> 42 that this issue may come up sooner than expected if the Shopping Center is <br /> 43 redeveloped. He also said that the Public Works Garage needs to be considered as <br /> 44 well. <br /> �5 <br />
