DISCUSSION GENERAL OBLIGATION STORM SEWER BONDS, SERIES <br /> 2 1998A. <br /> 3 The City Manager reported on the information received recently from Bob Thistle, <br /> 4 Springsted, Inc. regarding the General Obligation Storm Sewer Bond Series. He <br /> 5 indicated that Mr. Thistle provided debt service schedules for 10, 15, and 20 year <br /> 6 maturities. The City Manager indicated that based on the schedules provided, the 20- <br /> 7 year maturity schedule comes up with the City's share to do the match for the State's <br /> 8 money. <br /> 9 <br /> 10 The City Manager also reported that the City has received $lmillion from the State for <br /> 11 the Storm Water Mitigation Project. <br /> 12 <br /> 13 VI. OTHER BUSINESS. <br /> 14 A. Harding Avenue and Silver Lake Road. The City Manager reported that the <br /> 15 neighborhood meeting is scheduled for August 12, 1998. He also indicated that <br /> 16 members of the Storm Water Task Force will be invited as well. The City <br /> 17 Manager said that at the meeting, WSB will discuss the plan, how it will work, <br /> 18 construction schedule, etc. He also reported that from conversations he has had, <br /> 19 there appears to be a lot of miscommunication in the Community. <br /> 20 <br /> 21 The City Manager indicated that the DNR and the Storm Water Task Force has <br /> 22 asked a construction schedule be put together showing start dates and anticipated <br /> 23 completion. <br /> 4 <br /> 5 Sue Wenker, 2813 - 30' Avenue NE asked where the $1 million came from that <br /> 26 the City recently received. The City Manager responded that it came from the <br /> 27 State of Minnesota through the DNR. Ms. Wenker asked who was the City's <br /> 28 contact at the office; the City Manager answered Dave Johnson. <br /> 29 <br /> 30 Councilmember Cavanaugh asked what an easement means for the Harding <br /> 31 area. The City Manager indicated that for this area, it would mean storing <br /> 32 water in the event there is a heavy rainfall or storm. Councilmember <br /> 33 Cavanaugh confirmed that it is less of an action than buying or taking the <br /> 34 property. He asked the City Manager to obtain a written clarification of what is <br /> 35 meant by an easement. The Mayor directed the City Manager to get that <br /> 36 clarification from the City Attorney. <br /> 37 <br /> 38 Brent Gunsbury, 2701 - 30' Avenue NE asked about eminent domain and how <br /> 39 the City will go beyond getting an easement. Mr. Gunsbury also asked if the <br /> 40 City has ever used eminent domain to acquire land. <br /> 41 <br /> 42 The Mayor answered that the City has never used eminent domain, but that the <br /> 43 City came close to using it when Autumn Woods was being planned. He said <br /> 44 that the City did not have to use eminent domain in the end. <br /> 45 <br /> 2 <br />
