DISCUSSION GENERAL OBLIGATION STORM SEWER BONDS, SERIES 2 1998A. 3 The City Manager reported on the information received recently from Bob Thistle, 4 Springsted, Inc. regarding the General Obligation Storm Sewer Bond Series. He 5 indicated that Mr. Thistle provided debt service schedules for 10, 15, and 20 year 6 maturities. The City Manager indicated that based on the schedules provided, the 20- 7 year maturity schedule comes up with the City's share to do the match for the State's 8 money. 9 10 The City Manager also reported that the City has received $lmillion from the State for 11 the Storm Water Mitigation Project. 12 13 VI. OTHER BUSINESS. 14 A. Harding Avenue and Silver Lake Road. The City Manager reported that the 15 neighborhood meeting is scheduled for August 12, 1998. He also indicated that 16 members of the Storm Water Task Force will be invited as well. The City 17 Manager said that at the meeting, WSB will discuss the plan, how it will work, 18 construction schedule, etc. He also reported that from conversations he has had, 19 there appears to be a lot of miscommunication in the Community. 20 21 The City Manager indicated that the DNR and the Storm Water Task Force has 22 asked a construction schedule be put together showing start dates and anticipated 23 completion. 4 5 Sue Wenker, 2813 - 30' Avenue NE asked where the $1 million came from that 26 the City recently received. The City Manager responded that it came from the 27 State of Minnesota through the DNR. Ms. Wenker asked who was the City's 28 contact at the office; the City Manager answered Dave Johnson. 29 30 Councilmember Cavanaugh asked what an easement means for the Harding 31 area. The City Manager indicated that for this area, it would mean storing 32 water in the event there is a heavy rainfall or storm. Councilmember 33 Cavanaugh confirmed that it is less of an action than buying or taking the 34 property. He asked the City Manager to obtain a written clarification of what is 35 meant by an easement. The Mayor directed the City Manager to get that 36 clarification from the City Attorney. 37 38 Brent Gunsbury, 2701 - 30' Avenue NE asked about eminent domain and how 39 the City will go beyond getting an easement. Mr. Gunsbury also asked if the 40 City has ever used eminent domain to acquire land. 41 42 The Mayor answered that the City has never used eminent domain, but that the 43 City came close to using it when Autumn Woods was being planned. He said 44 that the City did not have to use eminent domain in the end. 45 2
