1 Councilmember Faust agreed that it is an absolute last step and used only when <br /> 2 it's the only option. <br /> • <br /> 3 <br /> 4 Councilmember Cavanaugh indicated that it has to be for a public purpose. <br /> 5 <br /> 6 Mr. Gunsbury asked what the City can do once it has negotiated for an <br /> 7 easement. <br /> 8 <br /> 9 The Mayor indicated that the City can't make people give an easement. He said <br /> 10 that there needs to be a plan that discusses what is needed. When asked how the <br /> 11 Harding area fits into the overall flood mitigation plan and solving the flooding <br /> 12 problem, the Mayor responded that the Harding area has always been discussed <br /> 13 as a part of flood mitigation discussions. He reported that in 1990 and 1992 the <br /> 14 Council talked about lowering the two lots in the Harding area and store storm <br /> 15 water until it could be dissipated. <br /> 16 <br /> 17 Councilmember Marks reported that the Barr study in 1991 was a landmark <br /> 18 study as it gave the City options. <br /> 19 <br /> 20 Councilmember Cavanaugh asked WSB to provide a letter stating how the <br /> 21 project is inter-connected with the storm water mitigation plan. <br /> 22 <br /> 23 Councilmember Faust suggested that once the technical analysis is complete, <br /> 0-4 that it be included in the report. <br /> 25 <br /> 26 B. July 16, 1998 Planning Commission Work Session. The City Manager reported <br /> 27 that the Planning Commission is meeting on July 16`' to review the <br /> 28 Comprehensive Plan Update and discuss implementation. <br /> 29 <br /> 30 C. Exhaust Pros. The City Manager reported that he met with the City Attorney <br /> 31 and Prosecuting Attorney to discuss the possible violations by Exhaust Pro's <br /> 32 owner of the Conditional Use Permit. He said those violations include <br /> 33 landscaping, parking in the setback, and the outside storage of vehicles. <br /> 34 <br /> 35 D. Lockrem House. The City Manager reported that he has received two bids for <br /> 36 demolition, excavating, and well abandonment. Councilmember Cavanaugh <br /> 37 stated that he would like to see landscaping done once the house is gone. <br /> 38 <br /> 39 E. Gazebo in Grassy Area by Police Entrance. The City Manager reported that the <br /> 40 Public Works Director is researching putting a gazebo in the grassy area at the <br /> 41 south end of City Hall by the Police Department. <br /> 42 <br /> 43 F. Review Existing and Pending Projects for 1998. The City Manager presented a <br /> 44 list of projects that Staff is working on or has started working on since January. <br /> 1045 <br /> 46 <br /> 3 <br />
