The land uses included <br /> senior housing, office facilities, single family <br /> • residential development, and medium density <br /> residential development,plus the extensive use of <br /> TIF.Richard Krier directed the design and <br /> developmect process including the engineering and <br /> planning design, developer agreement negotiation, <br /> TIF analysis and City, Corps of Engineers, <br /> Metropolitan Council and DNR approvals.He was <br /> also responsible for cost estimation and preparation <br /> of development proforma. <br /> Kenzie Terrace <br /> This planned community in St.Anthony is a <br /> redevelopment of the older commercial area. The <br /> redevelopment consists of high density residential <br /> development, retail and office rehabilitation. Richard . <br /> Brier directed the planning and engineering.
