CALL TO ORDER. <br /> 8 Meeting called to order at 7:04 p.m. <br /> 9 <br /> 10 II. ROLL CALL. <br /> 11 Councilmembers Present: Ranallo, Marks, Faust, Cavanaugh, and Thuesen. <br /> 12 Councilmembers Absent: None. <br /> 13 Also Present: Michael Morrison, City Manager; Kim Moore-Sykes, Management Assistant; <br /> 14 Pete Willenbring, WSB; Todd Hubmer, WSB; Richard Krier, RLK. <br /> 15 <br /> 16 ffi. REPORT FROM RICHARD KRIER, RLK, ON THE ST. ANTHONY SHOPPING <br /> 17 CENTER. <br /> 18 Richard Krier, RLK, reported on the information that he received from meeting with the <br /> 19 merchants of the St. Anthony Shopping Center and the public meeting that was held on <br /> 20 November 5, 1998. He reported that all of this information was positive; that reported sales <br /> 21 are slightly better than he expected and that those businesses should be able to capture about $1 <br /> 22 million annually in the next five years. He indicated that this can happen if the business <br /> 23 owners can identify their market niches and unique products and services. He suggested that <br /> 24 this can be done by using the Quarry as a draw for the Center. He reported that the merchants <br /> 1025 need to determine how to become more competitive, which is a function of growth and <br /> 26 innovation; competitive advantages and strategy; and government/private joint efforts. He <br /> 27 stated that working together will provide the City an unique opportunity to create something <br /> 28 that fits a niche that is complementary to the Quarry. <br /> 29 <br /> 30 There was a discussion regarding Mr. Krier's report and other potential redevelopment plans <br /> 31 for the St. Anthony Shopping Center. Mr. Krier listed several decisions that the Council will <br /> 32 need to make for this project to develop its own vision for the Shopping Center. <br /> 33 <br /> 34 N. UPDATE ON FLOOD MITIGATION PROJECTS BY WSB & ASSOCIATES, INC. <br /> 35 Todd Hubmer, WSB & Associates, reviewed his memo to the City Council, dated December <br /> 36 23, 1998. He reported that the City's flood proofing grant program was a success and <br /> 37 recommends its continuation with those targeted areas that can benefit from it, but it should be <br /> 38 left open to anyone in the community. He recommended that the resolution approving funds <br /> 39 for this program should continue to be approved annually. <br /> 40 <br /> 41 Mr. Hubmer reported that work at Silver Point Park should be done by the end of next week <br /> 42 and the tunneling under Hwy. 88 should be done in 2 - 3 weeks. He reported that excavation <br /> 43 will begin in the northeast comer of Central Park once Silver Point Park is completed.
