. �. 4. <br /> 1 Mr. Hubmer reported that all costs for the 1999 street assessment have been broken out so that <br /> 2 any resident can call to get what their assessment portion is before receiving the notice in the <br /> • 3 mail. <br /> 4 <br /> 5 Mr. Hubmer reported that the City has received approval from the Metropolitan Council <br /> 6 Environmental Services for its request to modify the proposed I/I Program approach and <br /> 7 funding method. He indicated that the preliminary scope of the proposed study has been <br /> 8 developed with major task items identified and they have initiated the development of a <br /> 9 computer model of the sanitary sewer system. Mr. Hubmer reported that this model will assist <br /> 10 them in analyzing potential modifications that could reduce in-flow in areas with marginal <br /> 11 capacity. <br /> 12 <br /> 13 Mr. Hubmer reported that on December 15, 1998, the City Manager, Pete Willenbring and he <br /> 14 met with Kent Lokkesmoe of the Minnesota Department of Natural Resources regarding the <br /> 15 City's request for $1.5 million for 1999 flood mitigation funding. He indicated that <br /> 16 Willenbring and he are currently putting a proposal together for this funding request and <br /> 17 should be completed the fust or second week of February. He also indicated that they will <br /> 18 contact Senator Marty and Representative McQuire. Hubmer reported that he is also working <br /> 19 on a state aid proposal for 29'n Avenue. <br /> 20 <br /> 21 Hubmer also indicated that the Storm Water Storage Feasibility Report, done to evaluate <br /> 22 alternatives available for a second storm water basin, has been completed. He reported that <br /> 23 this report has been reviewed by the City Manager and the Public Works Director in December <br /> • 24 and will be presented to the Harding Street Subcommittee in January. <br /> 25 <br /> 26 V. CONTRACT WITH WSB & ASSOCIATES, INC. <br /> 27 Pete Willenbring of WSB & Associates, Inc. reported he was reminded about the fact that the <br /> 28 City does not have a professional services agreement with WSB & Associates, Inc. He stated <br /> 29 that while this is not required for their professional association to continue, but asked that the <br /> 30 City Council consider entering into a professional services contract with WSB. The City <br /> 31 Manager was directed by Council to have the City Attorney review the contract. <br /> 32 <br /> 33 VI. REVIEW 1999 STREET IMPROVEMENT RESOLUTIONS. <br /> 34 The City Manager presented the resolutions for the 1999 street improvements resolutions. The <br /> 35 City Council discussed the proposed resolutions and directed the City Manager to add them to <br /> 36 the January 26' Council Meeting agenda for consideration. <br /> 37 <br /> 38 VII. REVIEW STORM WATER ORDINANCE. <br /> 39 The City Manager presented the Planning Commission's comments on the proposed Storm <br /> 40 Water Ordinance. It was noted that "corrosion" on page 6, 1675.08, Subd. 2, should be <br /> 41 corrected to read "erosion". <br /> 42 <br /> 43 VIII.
