• February 11 , 1999 <br /> Members of City Council <br /> City of St. Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony, Minnesota 55418 <br /> RE: City of St. Anthony Flood Mitigation and <br /> Improvement Alternatives <br /> Although given an opportunity to speak at the February 9 , <br /> 1999 council meeting I was relucant to do so, since I was <br /> in a state of shock and disbelief. Disbelief that anyone <br /> would even propose to disrupt an entire community of re- <br /> sidents surrounding Silver Point Park. <br /> In the Notice of Public Hearing dated June 17, 1998 it <br /> was stated, "The proposal is to excavate Silver Point Park <br /> approximately 15 feet to serve as a temporary holding pond <br /> during heavy rains. Residents were very much against <br /> . this project, and yet trying to be good citizens, realizing <br /> certain areas of St. Anthony Village do have flooding <br /> problems, we -did not raise our voices in objection. That <br /> is because we were willing to give up a portion of Silver <br /> Point Park to alleivate the flooding problems. We are not, <br /> however, willing to give up our family homes, which we have <br /> worked so long and so hard to achieve. <br /> There are other options! ! ! Since .we have already lost the <br /> ascetic value of Silver Point Park, as a park, why not <br /> utilize the area you were to resconstruct as a "park or <br /> playground" and make it all one big holding pond. By using <br /> this area (which is already destroyed as a park) and going <br /> deeper you would not have to further destroy back yards <br /> and homes. <br /> Another option (which I 'm sure you would not even give one <br /> thought, much less a study) is to join hands with Roseville <br /> and in a combined effort utilize the open land between <br /> 35W and Highway 88 , just north of the old Executive Manor <br /> apartments. <br /> The young ladies that spoke at the meeting on February 3 , <br /> 1999 and gave a presentation which would use the area of <br /> the old Town & Country Store, the parking area and the <br /> . Northgate Building have the best solution of any. They <br /> have a vision and are thinking towards the future. Their <br /> plan would beautify what is now a decaying, depressing, <br /> outdated area. Without a vision for drastic improvement <br /> this area is DEAD. <br />
