ROLL CALL. <br /> 1 Councilmembers Present: Ranallo, Marks, Faust, Cavanaugh, and Thuesen. <br /> 2 Councilmembers Absent: None. <br /> 3 Also Present: Michael Mornson, City Manager; Kim Moore-Sykes, Management Assistant; Dick <br /> 4 Engstrom, Chief of Police; Dick Johnson, Fire Chief; Roger Larson, Finance Director; Bob <br /> 5 Paschke, Public Works Supervisor; Pete Willenbring, WSB; Todd Hubmer, WSB. <br /> 6 <br /> 7 III. UPDATE ON WATER STORAGE OPTIONS FOR FLOOD MITIGATION (WSB, Inc.). <br /> 8 Todd Hubmer, WSB, Inc., presented responses to questions posited by the City Council. He <br /> 9 reported that if the City decided to approve the installation of a 72-inch pipe for 29' Avenue to 27' <br /> 0 Avenue, the increase in cost is estimated to be $700,000 over the cost for the existing storm sewer <br /> 1 system in Wilson Street. He reported that the increased pipe size would also cause alignment <br /> 2 problems with the storm sewer system downstream at 27`h Avenue and would conflict with the <br /> 3 placement of other utilities. <br /> 4 <br /> Hubmer reported on three options for expanding Silver Point Park improvements. He explained that <br /> each option would be more costly because of the need to acquire private property and easements. He <br /> 7 indicated that each option provides for an increased capacity to retain and hold storm water. <br /> 8 Councilmember Cavanaugh asked what the cost is for each option. Hubmer responded that he didn't <br /> 9 have those costs because he did not have the property values and his estimate at this time would be <br /> 0 only a guess. <br /> 1 <br /> 2 The Mayor cautioned that none of the residents in the area have been contacted about these options <br /> 3 and that the Council needs to be careful about how to proceed. <br /> 4 <br /> 5 IV. REVIEW RESOLUTION FOR FLOOD GRANTS. <br /> 6 The City Manager reported on the resolution adopting guidelines for a citywide flood relief program. <br /> 7 He reported that this item would be on the February 9' City Council Meeting agenda. <br /> 8 <br /> 9 V. UPDATE ON THE Y2k ISSUE. <br /> 0 The Management Assistant reported on the efforts of Staff to assess compliance of City equipment <br /> 1 and vehicles. She reported that information had been put into the community newsletter, cable <br /> 2 government access channel and the City's web site. Each department head reported on their <br /> 3 department's compliance status. <br /> 4 <br /> 5 Nancy Gomez, 3109 Rankin Road, indicated that she saw the newsletter article and felt it was well <br /> written. She also stated that the City appears to be further along in its action plan than other cities <br /> 00 she is familiar with. She advised that she would like to see neighborhoods organized so that people <br /> know what resources are available in their neighborhood should they need help. She also suggested <br /> 9 having more of a party atmosphere; maybe a New Year's Party at the Community Center. <br /> 0 <br />
