1 The Police Chief responded that they have been trying to organize neighborhoods through their <br /> 2 Crime Watch program and that the structure is in place which would make organizing neighborhoods <br /> 3 easier. Ms. Gomez said she would leave her address and telephone number as she is interested in <br /> getting neighborhoods organized so that they can prepare for any situations that might arise from <br /> 0 Y2k. <br /> 6 <br /> 7 Council discussed having neighborhood meetings in June and July to organize for Y2k preparedness. <br /> 8 <br /> 9 VI. REVIEW RATES FOR UTILITY FUNDS. <br /> 0 The Finance Director presented proposed water and sewer rates for 1999. He reported that he is <br /> 1 anticipating a deficit in the water fund and is proposing an increase of$.07. The Finance Director is <br /> 2 also proposing the same increase for sanitary sewer. <br /> 3 <br /> 4 VII. FUTURE COUNCIL AGENDA ITEMS. <br /> 5 The City Manager presented the list of future worksession and council meeting items. He noted that <br /> 6 the Council will be having a joint meeting with the School Board on March 2' and the Planning <br /> 7 Commission on March 9'. He also reported that the State of Minnesota adopted a new building code <br /> 8 and fee schedule. He advised that the adoption of the new building code will be on the February 9'b <br /> 9 Council meeting agenda. <br /> 0 <br /> 1 VIII. OTHER BUSINESS. <br /> 2 1. Community Notification. The Chief of Police reported what the department learned from their <br /> 3 first experience with the community notification process. He reported that he has mostly received <br /> 4 favorable feedback. The Chief did acknowledge that in the future the police will be more careful in <br /> Ifhow they report the area an offender is residing. <br /> 7 2. Gambling. Councilmember Cavanaugh asked if there was a way to increase the fees to <br /> 8 those organizations that use gambling as a way to raise funds. The Mayor stated that the City is able <br /> 9 by statute to collect up to 10%. He indicated that the City has not asked for the full amount because <br /> 0 most of organizations donate equipment to the City. <br /> 1 <br /> 2 IX.
