t133 <br /> February 19, 1999 <br /> Members of the City Council <br /> City of Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony,MN 55418 <br /> re: February 9th Council Meeting <br /> We are writing to inform you of our feelings in regards to the alternative plan introduced <br /> for the 100 year flood protection project at the most recent council meeting. It was <br /> suggested that the Silver Point Park project be expanded to possibly encompass four to <br /> six homes adjoining the park on Highway 88. This proposed addition to the project <br /> includes our home. Our family was shocked to hear of such a plan, one as to which had <br /> not previously been eluded. It is the greatest of understatements to say that we are by no <br /> means in favor of such an alternative. <br /> When the original Silver Point project was broached, we were somewhat skeptical. <br /> However,the plans were introduced and soon implemented. Though we felt that the <br /> . council had rushed into such a large scale project, we still maintained hope that the <br /> situation would prove advantageous for all involved- flood protection for some of the <br /> residents of the city and an improved park for the community as a whole. <br /> At this juncture, however,our optimism for the project as well as for the general vision in <br /> this city is badly failing. People in the community questioned why a spring start date was <br /> not considered for the park. Yet it was the council's opinion and decision to begin the <br /> Silver Point project in what was clearly a rush. Thus, we arrive at our present situation: <br /> our home and those of our neighbors sit in the middle of lagging construction zone, a <br /> construction zone that looms over us with the threat of engulfing our home. <br /> You, the council would most likely prefer that we remain silent and let you contemplate <br /> the displacement of families, senior citizens and pets without any vocal reminders of the <br /> human emotions involved here. It is not our contention, however to let you move forth <br /> in such discussion without a constant reminder of the feelings involved in such a <br /> dilemma. <br /> Our family has owned the property on which our house was built for over 45 years. In <br /> 1980, we decided to build our home. My husband,Russell, drew our blueprints,bought <br /> all of the building supplies, and custom built our home. He acted as our general <br /> contractor and approximately 40%of our home was built by his own hands. After the <br /> home was completed initially,he added a 16 x 32 foot deck which is a work of art,or <br /> should I say, a work of heart.
